...[+++]nt to Article 129a (1)(b) of the Treaty, the Community is to contribute to the attainment of a high level of consumer protection through specific action which supports and supplements the policy pursued by the Member States to protect the health, safety and economic interests of consumers and to provide adequate information to consumers; Whereas the Second Commission Three Year Action Plan "Placing the single market at the service of the European consumers" (1993-1995) emphasized that it is essential that the advent and the deepening of the large European market make itself felt in consumers' everyday life in the shape of tangible benefits; Whereas the Commission's Strategic Programme and its Communication on "Making the most of the Internal Market" emphasizes that the consumer has a critical role to play in the successful implementation of the Internal Market Programme since it will not operate properly without strong and effective consumer participation, and also that well-informed consumers exercising market choices can accelerate the positive economic effects of an integrated market; Whereas information measures designed to assist consumers to make soundly-based market choices will be more effective if consumers have the background knowledge and appropriate skills necessary to understand such information and to incorporate it ...EDUCATION ET INFORMATION DU CONSOMMATEUR - RESOLUTION DU CONSEIL "LE CONSEIL DE L'UNION EUROPEENNE, vu le traité instituant la Communauté européenne, vu la résolution du Conseil du 9 juin 1986 concernant "l'éducation du consommateur dans l'enseignement primaire et secondaire", vu la résolution du Conseil du 23 juin 1986 concernant "les futures orientations de la politique de la Communauté économique
européenne pour la protection et la promotion des intérêts des consommateurs", considérant que l'article 3 point s du traité précise que l'action de la Communauté comporte une contribution au renforcement de la protection des consommateurs ;
...[+++] considérant que, conformément à l'article 129 A paragraphe 1 point b) du traité, la Communauté contribue à la réalisation d'un niveau élevé de protection des consommateurs par des actions spécifiques qui appuient et complètent la politique menée par les Etats membres en vue de protéger la santé, la sécurité et les intérêts économiques des consommateurs et de leur assurer une information adéquate ; considérant que le deuxième plan d'action triennal de la Commission (1993- 1995) intitulé "Mettre le marché unique au service des consommateurs européens" souligne qu'il est essentiel que l'avènement et l'approfondissement du grand marché européen se traduisent dans la vie quotidienne des consommateurs par des avantages concrets ; considérant que le programme stratégique de la Commission et sa communication intitulée "Tirer le meilleur parti du marché intérieur" soulignent que les consommateurs ont un rôle déterminant à jouer dans la mise en oeuvre réussie du programme concernant le marché intérieur étant donné que celui-ci ne fonctionnera pas convenablement sans une participation forte et efficace des consommateurs, et également que des consommateurs avertis peuvent, en faisant des choix commerciaux, accélérer les effets économiques positifs d'un marché intégré ; considérant que les actions d'information visant à aider le consommateur ...
