Just how bad is this situation? The performance measurement framework includes objectives, and targets and indicators for the outputs of the project, which is how many people, say in a training project, get trained; the outcomes of the project, which would be what the institution is able to do at the end of the project that it was not able to do at the beginning of the project; and the impact of the project, which is how that project affects people's lives.
