Points out that although local and regional authorities are among Europe’s largest purchasers and therefore play an essential role in implementing public procurement rules, the complexity of the rules laid down in competition law and procurement law means that there is often a lack of expertise concerning the legal framework and its implementation, appropriate training and guidelines on procurement within sub-national authorities; calls on the Member States to set up training courses on public procurement rules (including specific aspects, such as social, environmental, diversity and equality criteria) and to encourage the use of ICTs to improve the understanding of those rules and the administrative capabilities of local and regional authorities; in this context, raises the possibility of establishing public procurement groupings at regional level based on cooperation between local and regional authorities, which would significantly improve the efficiency and effectiveness of public procurement through contacts and mutual exchanges of experience and information; furthermore, points out that efforts to uncover and reduce corruption at regional and local authority level must continue through the introduction of training, the provision of information and publicity;

Further, asks Member States, local entities and school authorities to monitor and to improve the quality and nutritional standards of school and kindergarten meals including by means of specific training and guidelines for catering staff, quality control of caterers and guidelines for healthy food in canteens; underlines the importance of adapting portion sizes to needs and including fruit and vegetables in these meals; asks for more nutrition education on a balanced diet and encourages a move away from the sale of foods and beverages high in fat, salt or sugar and of poor nutritional value in schools; advocates instead making fresh fruit and vegetables more available at points of sale; invites competent authorities to ensure that at least three hours a week of the school curriculum are devoted to physical activities, in accordance with the objectives of the above-mentioned White Paper on sport, and asks those authorities to provide plans for the construction of new public sports facilities, accessible also to disabled persons, and for the safeguarding of existing sports facilities in schools; welcomes a possible "fruit at school" project to be financially supported by the EU similar to the current school milk programme; calls for solutions to be found to continue the free distribution of fruit and vegetables to schools and charitable institutions during 2008 as requested by some Member States, pending the entry into application of the school fruit scheme on 1 January 2009;

The Commission intends to (a) incorporate parts 1 and 2 of the ‘Flag State Code’ into Community law, that is to say, the measures for implementing the mandatory instruments adopted by the International Maritime Organisation (IMO); (b) lay down the requisite minimum qualifications for surveyors (also covering basic and further training) and guidelines for inspections (when a national ship is detained in a foreign port); and (c) ensure that the maritime administrations of the Member States meet the quality criteria defined in the ISO 9001/2000 standard.

It was found that the main problem lies in the way the Directive is applied and not, generally speaking, in the transposition of its legal requirements. In order to improve the application of the Directive, the Commission calls on the Member States to take certain measures, in particular to keep records, to make use of existing guidelines, and to introduce training for regional and local authorities. The Commission plans to adopt five initiatives: to improve screening (determining whether a specific project should be subject to an environmental impact assessment) to improve the use of thresholds, and the drafting of practical guidelines and guidelines for the interpretation of the EIA Directive, to improve training for officials responsible for EIA, to take enforcement action in the event of incomplete transposition and/or poor application, and to consider possible amendments to the EIA Directive.
De son côté, elle prévoit d'adopter cinq initiatives concernant l'amélioration du « screening » (opération qui consiste à déterminer si tel ou tel projet spécifique nécessite ou non une évaluation des incidences sur l'environnement) et l'utilisation de seuils, la rédaction d'orientations pratiques et de conseils d'interprétation de la directive EIE, la formation des fonctionnaires responsables, les conséquences juridiques en cas de transposition incomplète ou de problèmes d'application, ainsi que les modifications éventuelles de la directive EIE.
