(g) in the case of an applicant for a flight training unit operator certificate who conducts an integrated course or who operates a sub-base, a flight training operations manual that meets the requirements of section 406.61 and, in the case of an applicant who conducts an integrated course, a training manual that meets the requirements of section 406.62; and

John McKay With regard to the National Shipbuilding Procurement Strategy: (a) what are the details of the winning bids submitted by Seaspan and Irving Shipbuilding; (b) why were the winning bids not asked to submit cost estimates for any of the vessels; (c) where did the government’s original $33 billion estimate come from and how was it calculated; (d) have cost estimates been discussed with the winning bidders subsequent to the awarding of the contracts; (e) which companies, if any, has the government contacted or been contacted by, regarding contracts relating to the winning bids; (f) does the government have any other cost estimates produced by either a government department or independent source regarding the winning bids; (g) with respect to the Seaspan bid, is $2.6 billion the only cost estimate that the government is in possession of; (h) with respect to the Irving bid, is $3.1 billion the only cost estimate that the government is in possession of; (i) with respect to the Armed Arctic Patrol vessels, what is the operational and service cost estimate for both the Arctic Patrol Ships and Replenishment ships and over what period of time; (j) has the government created an estimate of the operational and sustainment costs for a period greater than a 25 year lifespan for the vessels; (k) does the Navy currently have adequate personnel to man and operate the ships once they enter service without compromising current operational capabilities and readiness; (l) by what date does the government expect to take delivery of the first Arctic Patrol Ship and the first Replenishment Ship; and (m) by what date does the government expect to take delivery of the full fleet of both the Arctic Patrol Ships and Replenishment Ships?

1. This Directive shall apply to train drivers operating locomotives and trains on the railway system in the Community for a railway undertaking requiring a safety certificate or an infrastructure manager requiring a safety authorisation.

This Directive lays down the conditions and procedures for the certification of train drivers operating locomotives and trains on the railway system in the Community.
La présente directive fixe les conditions et les procédures pour la certification des conducteurs de train assurant la conduite de locomotives et de trains sur le système ferroviaire dans la Communauté.

Since the objective of this Directive, namely the laying down of a common regulatory framework for the certification of train drivers operating locomotives and trains for the carriage of passengers and goods, cannot be sufficiently achieved by the Member States, and can therefore, by reason of the scale and effects of this Directive, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

Our challenges are the following: difficulties in recruiting in some regions; the recruitment of young people — 16 years of age — and/or in post-secondary education, creating conflict between school and training; budget restrictions; upgrades required for computer-based training; new mandates, including new training requirements such as environment, harassment, ethics, et cetera; retention of trained personnel, causing a shortage in some areas; conflict with civilian employment and family circumstances, which can create difficulties with commitments; difficulties with communication and support within the organization and to the community; training flexibility, such as difficulties for high school students or personnel employed full time — that is, non-students; changes in training requirements, such as new courses, current courses requiring longer commitments or a backlog of personnel awaiting training; MCDVs' conflict between training and operational platforms, creating a very heavy sea schedule, with the usual stressors on the individuals.
