In order to achieve substantive equality between men and women, the Member States have a certain degree of discretion: the competent authorities could reconcile the requirement that candidates are fully trained with the female worker’s rights by providing, if appropriate, for a female worker who returns from maternity leave, equivalent parallel remedial courses enabling her to be admitted within the prescribed period to the examination and thereby to be promoted, without delay, to a higher grade.

9. Is deeply worried that female representation at the next European Parliament elections risks falling dramatically because of very low female political representation in the accession countries; therefore, calls on the Commission and the accession countries to support financially women's NGO's in the accession countries so that they can establish information programmes specifically designated to prepare and train female candidates for the European Parliament elections in June 2004, taking account of the conclusions of the Ministerial Conference held in Syracuse on the participation of women in decision and policy-making processes, which provide for a minimum 30% representation of women on their lists of candidates standing in the European elections. Calls on the political parties in all Member States to introduce positive action systems to promote a balanced representation of women and men and to review their party structures to avoid any form of gender discrimination, direct or indirect. Calls on the Commission and the Member States to support financially womens's NGO's arranging awareness raising campaigns to promote a better political participation of women at the next European elections.
9. s'inquiète vivement du fait que la représentation des femmes lors des prochaines élections du Parlement européen risque de baisser sensiblement en raison de la très faible présence des femmes sur la scène politique dans les pays adhérents; invite par conséquent la Commission et les pays adhérents à soutenir financièrement des ONG de femmes dans les pays adhérents, afin qu'elles puissent mettre en place des programmes d'information spécialement destinés à préparer et à former les candidates aux élections du Parlement européen de juin 2004, compte tenu des résultats de la conférence ministérielle "Les femmes dans les processus décisionnaires et politiques", tenue à Syracuse, qui prévoyait une présence des femmes, sur les listes électorales à établir en vue des élections européennes, d'au moins 30%; invite les partis politiques de tous les États membres à adopter des mesures d'actions positives destinées à encourager une représentation équilibrée des femmes et des hommes et à réexaminer leurs structures afin d'éviter toute forme de discrimination, directe ou indirecte; invite la Commission et les États membres à aider financièrement des ONG de femmes menant des campagnes de sensibilisation en faveur d'une plus large participation des femmes aux prochaines élections européennes.

30. Encourages the political parties in Turkey to extend the role of women in the party hierarchy beyond the women's branches, to give women leading roles in the party's organisational structure, to raise awareness of the importance of female political participation and to scout for, train and support female candidates for political office; believes that such policies could be reinforced by cooperation with European political parties, which would offer substantial mutual exchange of experiences and views;
30. encourage les partis politiques turcs à étendre le rôle de femmes dans la hiérarchie des partis au-delà des sections féminines, pour leur confier des rôles clés dans la structure organisationnelle des partis et à mener des actions de sensibilisation sur l'importance de la participation des femmes à la politique et à trouver, former et soutenir des candidates aux fonctions politiques; estime que cette politique peut être renforcée en coopération avec d'autres partis politiques européens contribuant à un échange mutuel et effectif d'expériences et de points de vue;

Calls on political parties, in the light of the conclusions of the Syracuse Ministerial Conference, to agree on common policies providing for female candidates to make up at least 30% of their party lists in the European elections, to initiate a gender sensitisation of their party leadership, to encourage promotion, including financial promotion, of the empowerment of women in politics (training, meetings, monitoring), and to ensure that their media strategies take gender balance into account;

Let us impose training for male and female candidates in politics – but why especially compel women to undergo training?

In the past, our institution provided a classical education to train basically male candidates — there were no female candidates — for the so-called professions.
