Whereas, in view of the seasonal nature of trade in the products listed in Article 1 (1) (b) of Regulation No 1009/67/EEC, the levy applicable th those products should be fixed for a full marketing year ; whereas, when the levy is being calculated, the requirement of the first subparagraph of Article 14 (4) of Regulation No 1009/67/EEC may be met by using a standard rate for the difference between the threshold price for white sugar valid for the relevant marketing year and the c.i.f. price over a reference period ; whereas a reference period totalling two and a half months near the date on which the levy is fixed would be appropriate ; whereas the sucrose content used to calculate the levy can be fixed at a level which would correspond in general to the natural content of such products in the Community ; whereas, since no c.i.f. price within the meaning of Article 13 of Regulation No 1009/67/EEC has yet been established for the reference period preceding the 1968/69 marketing year, another criterion for the level of white sugar prices must be chosen in connection with the first fixing of the levy ; whereas spot prices quoted on the Paris Bourse during the reference period should be used for this purpose;
considérant qu'eu égard au caractère saisonnier des échanges portant sur les produits visés à l'article 1er paragraphe 1 sous b) du règlement nº 1009/67/CEE, il est opportun de fixer pour une campagne sucrière complète le prélèvement applicable à ces produits ; qu'il peut être satisfait à l'exigence du paragraphe 4 premier alinéa de l'article 14 du règlement nº 1009/67/CEE en faisant intervenir forfaitairement dans le calcul du prélèvement la différence existant pour le sucre blanc entre le prix de seuil en vigueur pendant la campagne sucrière considérée et le prix C.A.F. déterminé dans la période de référence ; qu'une période de référence couvrant au total deux mois et demi et proche de la date de fixation du prélèvement peut être considérée comme appropriée ; que la teneur en saccharose intervenant dans le calcul du prélèvement peut être fixée de façon à correspondre en général à la teneur naturelle de ces produits dans la Communauté ; qu'étant donné qu'au cours de la période de référence précédant la campagne sucrière 1968/1969, il n'a pas encore été constaté de prix C.A.F. au sens de l'article 13 du règlement nº 1009/67/CEE, il s'impose de définir pour la première fixation du prélèvement un autre indicateur du niveau des prix du sucre blanc ; qu'il est opportun de retenir à cet effet les prix «spot» enregistrés à la Bourse de Paris pendant la période de référence;
