2. The Commission shall develop an information and communication action plan on the objectives, actions and results of the EU Aid Volunteers which shall define communication and dissemination activities towards the public, in particular the European citizens and towards future potential candidate volunteers and beneficiaries of the EU Aid Volunteers' actions. All beneficiaries of the EU Aid Volunteers, notably sending and hosting organisations, shall implement this action plan.

This will require a systemic review of Union waste policies in line with the move towards a circular economy as well as setting ambitious recycling and prevention targets. Special public information efforts will have to make people aware of this issue and encourage them to act responsibly so as to reduce pollution and combat environmentally anti-social behaviour. Such public information efforts must also help people understand the rules on sorting and collecting household waste, which should be tailored more closely to consumer needs, and encourage people to sort their waste.

After a wide-ranging public hearing in the first half of 2007, it published a Green Paper entitled ‘Towards a new culture for urban mobility’ (COM(2007)0551) on 25 September 2007. The Commission will then, later in the year, present an action plan containing specific measures.
