Establishing a monitoring and risk analysis centre with the capacity to monitor migratory flows towards and within the European Union and to carry out risk analysis which is to be applied by Member States and which covers all aspects relevant to integrated border management, in particular, border control, return, irregular secondary movements of third-country nationals with the European Union, the prevention of cross-border crime including facilitation of irregular immigration, trafficking in human beings and terrorism, as well as the situation at neighbouring third countries with a view to developing a pre-warning mechanism which analyses the migratory flows towards the EU.
Création d'un centre de surveillance et d'analyse des risques ayant pour mission de suivre les flux migratoires à destination et à l'intérieur de l'Union européenne et d'effectuer une analyse des risques qui doit être appliquée par les États membres et qui couvre tous les aspects pertinents d'une gestion intégrée des frontières, notamment le contrôle des frontières, le retour, les mouvements secondaires irréguliers de ressortissants de pays tiers au sein de l'Union européenne, la prévention de la criminalité transfrontière y compris la facilitation de l'immigration clandestine, la traite des êtres humains et le terrorisme ainsi que la situation dans les pays tiers voisins afin de développer un mécanisme de pré-alerte qui analyse les flux migratoires vers l'UE.

The risk analysis prepared by the Agency shall cover all aspects relevant to the European integrated border management, in particular border control, return, irregular secondary movements of third-country nationals within the Union, the prevention of cross-border crime including facilitation of irregular immigration, trafficking in human being and terrorism, as well as the situation in neighbouring third countries with a view to developing a pre-warning mechanism which analyses the migratory flows towards the Union.
L'analyse des risques préparée par l'Agence couvre tous les aspects pertinents pour la gestion européenne intégrée des frontières, en particulier le contrôle aux frontières, le retour, les mouvements secondaires irréguliers de ressortissants de pays tiers au sein de l'Union, la prévention de la criminalité transfrontalière, y compris la facilitation de l'immigration irrégulière, la traite des êtres humains et le terrorisme, ainsi que la situation dans les pays tiers voisins afin d'élaborer un mécanisme de pré-alerte qui analyse les flux migratoires vers l'Union.

It furthermore insists that any assessment of an 'emergency situation' by the European Commission should take into account the broader EU foreign policy context and in particular the impact of the suspension of a visa waiver on the EU policies and standing towards the third country concerned and its neighbouring region. The granting of a visa-free regime is always one element in broader relations between the EU and a third country or a region.
Elle insiste en outre sur le fait que toute évaluation de la "situation d'urgence" réalisée par la Commission devrait tenir compte des questions relatives à la politique étrangère de l'Union dans son ensemble et notamment des répercussions qu'aurait la suspension de l'exemption de visa sur les politiques de l'Union vis-à-vis du pays tiers concerné et de la région avoisinante ainsi que sur son prestige dans ce pays et cette région. The Commission shall also take into account the impact of a possible reintroduction of the visa requirement on the Union policies and standing towards the third country concerned and its neighbouring region, on the basis of a report by the European External Action Service.
