The EU and Latin America attach great importance to multinational systems and must work together towards building up a set of transparent and equitable global rules, towards global governance and towards tackling climate change, as well as cooperating on human rights.

In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.
Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.

There is also a general trend in EC cooperation with other geographical groupings, such as Asia, Latin America and Neighbouring countries, towards increased participation by civil society organisations including their involvement in policy dialogues[5].

In particular, the European Commission announced around €230 million to support the efforts towards the sustainable development of Latin America and the Caribbean.

Since it involves establishing and complying with common rules and international legal frameworks, regional integration is also a powerful vector for good governance (especially in economic and trade matters) and therefore a major strand in the European Commission’s policy towards Latin America.
En tant qu’elle implique la mise en place et le respect de règles communes et de cadres juridiques internationaux, l’intégration régionale constitue elle aussi un puissant vecteur de bonne gouvernance (notamment dans le domaine économique et commercial) et représente à ce titre un des axes majeurs de la politique de la Commission Européenne en direction de l’Amérique latine.

4. The bilateral and regional aspects of the policy that the European Union has hitherto been pursuing towards Latin America and their respective achievements form one cornerstone of the new common EU strategy towards Latin America. However, a second cornerstone is now required in the form of the Rio and San José processes, duly updated and modernised, coupled with the global interregional partnership agreement proposed in this report.
4.
