To encourage coach tours specifically for tourists on low incomes and promote tourism in the regions there is a need to re-introduce the 12-day rule for round trips by coach as pointed out by the European Parliament in paragraph 78 of its resolution of 29 November 2007 on a renewed EU Tourism Policy: Towards a stronger partnership for European Tourism (9).

This Regulation should not affect other rights of passengers established by Community legislation and notably Council Directive 90/314/EEC of 13 June 1990 on package travel, package holidays and package tours (3) and Regulation (EC) No 261/2004 of the European Parliament and of the Council of 11 February 2004 establishing common rules on compensation and assistance to air passengers in the event of denied boarding and of cancellation or long delay of flights (4) .

What is extremely important, and on this point I agree with Mrs De Sarnez and with her fellow Members of Parliament, is that these young people, who are going to study at several universities to do their ‘European tour’, learn not only mathematics or law but also the cultural diversity of Europeans. This is a highly important message that we would like to get into the heads of young Europeans and young people from third countries.
Ce qui est très important, et sur ce point je suis d'accord avec Mme le rapporteur et avec les parlementaires, c'est que ces jeunes, qui vont se rassembler dans plusieurs universités pour faire le tour de l'Europe, n'apprennent pas seulement les mathématiques ou le droit, mais qu'ils apprennent aussi la diversité culturelle des Européens : c'est un message très important que nous voulons faire entrer dans la tête des jeunes Européens et des jeunes des pays tiers.

I can well understand why Commissioner Verheugen is somewhat vexed by the fact that candidate countries are being toured in the name of the Council and the various Member States and being promised that they can definitely join our club one year or the other. Perhaps we can also talk a little about what part the Commission, the Council and Parliament should have in the talks that are now going on.
En soi, je peux parfaitement comprendre que M. le Commissaire Verheugen soit quelque peu irrité de ce que, au nom du Conseil et de différents États membres, on fasse la tournée des pays candidats en leur promettant que, l’année tant et tant, ils peuvent être sûrs qu’ils deviendront membres de notre club.
