If farming has to comply with restrictions that are tougher than the international norm and generate extra outlay, these additional costs must be factored into the import rules agreed in international trade agreements.

In its resolution of 31 January 2008 on the outcome of the Bali Conference on Climate Change (COP 13 and COP/MOP 3) , the European Parliament recalled its position that industrialised countries should commit to reducing their greenhouse gas emissions by at least 30 % by 2020 and by 60 to 80 % by 2050, compared to 1990 levels. Given that it anticipates a positive outcome to the COP 15 negotiations that will be held in Copenhagen in 2009, the European Union should begin to prepare tougher emission reduction targets for 2020 and beyond, and should seek to ensure that, after 2013, the Community scheme allows, if necessary, for more stringent emission caps, as part of the Union’s contribution to a future international agreement on climate change (hereinafter referred to as the international agreement on climate change).
Dans sa résolution du 31 janvier 2008 sur le bilan de la conférence de Bali sur le changement climatique (COP 13 et COP/MOP 3) , le Parlement européen a rappelé que, selon lui, les pays industrialisés devraient s’engager à réduire leurs émissions de gaz à effet de serre d’au moins 30 % d’ici à 2020, et de 60 à 80 % d’ici à 2050, par rapport aux niveaux de 1990; comme elle anticipe une issue positive des négociations COP 15, qui auront lieu à Copenhague en 2009, l’Union européenne devrait commencer à travailler à des objectifs plus sévères de réduction des émissions à l’horizon 2020 et au-delà et chercher à faire en sorte que, après 2013, le système communautaire autorise à placer, en cas de besoin, des plafonds d’émissions plus draconiens, ce qui participerait de la contribution de l’Union à un futur accord international sur le changement climatique (ci-après dénommé «accord international sur le changement climatique»).

It is particularly important that EU Member States work together through the International Maritime Organization to bring about tougher international standards through MARPOL Annex VI. Shipping, oil and port industries also have a central role to play.
