1. Welcomes the EIB Governors' decision concerning the EUR 10 billion capital increase for the Bank, which should allow it to increase lending by up to EUR 60 billion over the period 2013-2015 and leverage some EUR 180 billion of total investments; notes, however, that these investments, even if leveraged as above, would amount annually to 0,5 % of EU GDP; believes, therefore that a further increase in this capital would be greatly beneficial to the Union in the context of its need for economic growth;

Notes that this ceiling, in particular because it relates to total costs, could seriously limit Member States’ ability to finance such integrated projects contributing to the preservation and enhancement of the cultural heritage; points out, however, that cultural infrastructure projects could be combined with cultural education projects (making full use of the possibilities of digitalisation) and projects for SMEs, etc., which would enable the total invested amount to be much higher than EUR 5 million;

Acknowledges from the AAR that the Joint Undertaking’s Call 2010 was published on 26 February 2010 and that 73 proposals for research projects were submitted in response to Project Outline (PO) phase of this Call, of which 72 satisfied the eligibility criteria; notes that the 11 selected proposals range in size from EUR 45 000 000 to EUR 3 400 000, with 4 projects of EUR 15 000 000 or more, representing 66 % of the total investment; notes, however, that of the original 11 projects for which the Executive Director was mandated to negotiate, one had to be deemed irrevocably unsuccessful, leaving a total of 10 projects successfully negotiated;

It is important to note, by reflection, that this is significantly higher than the federal government's total investment of $13 billion in the National Children's Agenda.
