The European Commission today proposed to extend the financing of the Community Tobacco Fund for the next two years.

The proposal envisages a three year phasing out of the current regime. This entails a step by step decoupling of the existing tobacco premium, accompanied by a phasing out of the Community Tobacco Fund and the setting up, within the second pillar of the CAP, of a financial envelope for restructuring raw tobacco producing areas.

It should be noted, firstly, that the Commission has launched a study to evaluate the common organisation of the raw tobacco market (No AGRI/Evaluation/2001/1), whose findings will be available by late 2002, and on the basis whereof Commission will submit proposals for changes in the first quarter of 2003. Secondly, not a single euro has been spent on new (post-1996) projects, due to the absence of calls for tender. For these reasons, it is not particularly clear why the Commission is proposing to increase the levy on producers’ premiums to finance the Tobacco Fund (also known as the ‘research fund’) from the current 2% to 3% in 2003 and 5% in 2004, for increasing the funding for Article B1-175 from €15m in 2002 to over €45m in 2004.

The Council held a policy debate which dealt essentially with three political issues relating to the Commission proposal: possible reorientation towards a gradual phasing out of subsidies for raw tobacco cultivation; an increase in the budget for the activities of the Community Tobacco Fund; and reassignment of the tasks of the Fund.
