At the same time, the EU and China should strengthen their dialogue on regional and multilateral trade and investment issues. The EU should encourage and support China’s growing role in the multilateral trading system and in plurilateral initiatives, including TiSA, the Information Technology Agreement, the EGA, the International Working Group on Export Credits and the GPA, in a way that would see China strengthen the ambition of these initiatives and assume responsibilities in line with the benefits it draws from an open trading system.

Highlights the efforts made by the Commission to make the negotiations as transparent as possible; calls, however, for ongoing efforts to be pursued and stepped up, in line with the recommendations of the European Ombudsman on TTIP, in order to increase transparency in the negotiations through the publication of documents relevant to TiSA; calls for measures to be taken to reinforce continuous and transparent engagement with national parliaments and all relevant ministries at Member State level; stresses the importance of stakeholders, civil society organisations and the social partners and their expertise, and calls on the Commission and the Member States to involve them and closely cooperate with them throughout the negotiations on TiSA, especially regarding the possible effects which any trade agreement in services may have on the labour market; encourages all stakeholders to participate actively and to put forward initiatives, raise concerns and problematic issues and provide information relevant to the negotiations, and urges the Commission to take greater account of input from social partners and civil society;

Assistance to the implementation of the specifications will also be provided through funding under the Connecting Europe Facility and Horizon 2020 and by ongoing stakeholders initiatives/platforms such as the European eCall Implementation Platform, the iMobility Forum Working Group on SafeApps, TISA guidelines on mapping of safety events into DATEX/TPEG/RDS standards, the European ITS Platform (project funded under TEN-T Call 2012) on DATEX node/national access point and quality of SRTI etc[42].

Notes that a majority of the participants involved in the initiative are in favour of concluding a TISA under Article V of the GATS, as a plurilateral free trade agreement (FTA) on services, without extending the benefits of this future agreement to the whole of the WTO’s membership and consequently without applying the MFN clause of the GATS; recalls that in order to qualify under Article V of the GATS, the TISA would need to be very ambitious, covering a substantial proportion of all trade in services, across all service sectors and modes of delivery;
