Underlines the importance of the decentralisation process in improving the functioning of the state by bringing it closer to the citizens, while at the same time respecting their right to provincial autonomy and local self-government; in this context, welcomes the adoption of the Law on National Minority Councils, which regulates the competences and the election of national minority councils in a way that is in line with international standards; recognises the progress in the implementation of the November 2006 Constitution through the adoption of the Statute and the Law on the competencies of Vojvodina; calls for the process of devolution of power to be continued by the adoption of the Law on public incomes and by the Law on the public property of Vojvodina and local municipalities, which will allow Vojvodina to start wielding authority under the new Statute; moreover, calls for further political efforts to address the aspirations of the Albanian minority in Preševo valley to local administration by swift provision of appropriate funds to be distributed in consultation with the Coordination Body for the Municipalities of Preševo, Bujanovac and Medvedja; at the same time, stresses the key responsibility of the representatives of the Albanian minority and urges them to discourage strident nationalistic and secessionist rhetoric, which is in sharp contrast to basic European values; equally, underlines the importance of integration of Serbs into these local government bodies;

FORMER YUGOSLAVIA The Council: - noted with satisfaction the adoption by the Security Council of the Resolution authorizing the maintenance of a United Nations force in Croatia; - authorized, in the light of these positive developments, the opening of negotiations for concluding a cooperation agreement with Croatia, on the understanding that the Council reserved the possibility of taking into account at any time, including the moment when the agreement was concluded, Croatia's attitude in implementing United Nations resolutions and the peace process; - supported the carrying out in Croatia of projects of common interest which will help bring the Serb and Croat communities closer together; - restated its position in favour of extending the PHARE programme to cover Croatia; - stressed the importance of securing the renewal of the agreement on ending hostilities and, to this end, giving priority to the promotion of a mutual recognition agreement between former Yugoslavia's successor States; - emphasized the need to encourage every possibility for dialogue and recognition between Serbia-Montenegro and Bosnia-Herzegovina in order to prevent the resumption of fighting and facilitate implementation of the peace plan; - decided to continue giving its support to the Croat-Muslim Federation by concentrating its efforts particularly on the Administration of the city of Mostar; - noted that steps had been taken to make the means available for carrying out the mandate given by the International Conference on Former Yugoslavia with regard to isolating the Pale authorities; - decided to continue to make every effort to prevent the situation in Serbia-Montenegro from deteriorating, with particular regard to Kosovo, in connection with which it reaffirmed the aim of having an autonomous regime within the Federation of Serbia-Montenegro.
EX-YOUGOSLAVIE Le Conseil : - a pris note avec satisfaction de l'adoption par le Conseil de Sécurité de la résolution autorisant le maintien d'une force des Nations Unies en Croatie ; - a autorisé, à la lumière de ces développements positifs, l'ouverture de négociations visant la conclusion d'un accord de coopération avec la Croatie, étant entendu que le Conseil se réserve la possibilité de tenir compte à tout moment, y compris lors de la conclusion de l'accord, de l'attitude de la Croatie dans la mise en oeuvre des résolutions des Nations-Unies et du processus de paix ; - a appuyé la réalisation de projets d'intérêt commun en Croatie facilitant le rapprochement des communautés serbes et croates ; - a rappelé sa position favorable à l'extension à la Croatie du programme PHARE ; - a souligné l'importance d'obtenir la reconduction de l'accord de cessation des hostilités et à cette fin de promouvoir en priorité un accord de reconnaissance mutuelle entre les Etats issus de l'ex- Yougoslavie ; - a souligné l'exigence d'encourager toutes les possibilités de dialogue et de reconnaissance entre la Serbie-Monténegro et la Bosnie-Herzégovine afin de prévenir la reprise des combats et de faciliter la mise en oeuvre du plan de paix ; - a décidé de poursuivre son appui à la Fédération croato-musulmane en concentrant en particulier ses efforts sur l'Administration de la ville de Mostar ; - a noté que des démarches étaient effectuées afin que les moyens requis pour l'accomplissement du mandat de la Conférence Internationale sur l'ex-Yougoslavie en ce qui concerne l'isolement des autorités de Pale soient rassemblés ; - a décidé de continuer à exercer tous ses efforts afin d'empêcher la dégradation de la situation en Serbie-Monténegro et notamment au Kossovo, à propos duquel il a réaffirmé l'objectif d'un régime d'autonomie dans le cadre de la Fédération de Serbie-Monténegro.
