Whereas Commission Regulation (EC) No 2543/95 (3), as amended by Regulation (EC) No 2126/96 (4), lays down special detailed rules for the application of the system of export licences for olive oil; whereas, with a view to improving the way the system works, specific detailed rules of application should be laid down for licences without advance fixing of the refund, in particular as regards the rate of the security and the timetable for the submission of application and the issuing of the licences; whereas experience has shown that the amount of the security and the periods for the submission of applications for licences and for their issue should be adjusted; whereas in order not to interfere with the normal pattern of exports without refunds the measures taken where there is a risk that the quantities for normal disposal will be exceeded should be restricted to exports licences giving entitlement to the payment of a refund; whereas, in order to monitor better the pattern of exports, the information to be supplied by the Member States should be specified;
considérant que le règlement (CE) n° 2543/95 de la Commission (3), modifié par le règlement (CE) n° 2126/96 (4), porte des modalités particulières d'application du régime des certificats d'exportation dans le secteur de l'huile d'olive; que, dans le but d'améliorer le fonctionnement du régime, il convient d'établir des modalités d'application spécifiques pour les certificats ne comportant pas fixation à l'avance de la restitution, notamment en ce qui concerne le taux de la caution ainsi que le schéma relatif au dépôt des demandes et à la délivrance des certificats; que, suite à l'expérience acquise, il s'avère également utile d'adapter le taux de la caution et les délais prévus pour la présentation des demandes de certificats comportant fixation à l'avance de la restitution ainsi que pour leur délivrance; qu'il convient de prévoir que les mesures prises en cas de risque de dépassement des quantités d'écoulement normal ne puissent concerner que les certificats relatifs aux exportations comportant fixation à l'avance de la restitution; que, pour assurer un meilleur suivi du rythme d'exportations, il est nécessaire de préciser les informations à communiquer par les États membres;

Whereas, under the Uruguay Round of multilateral trade negotiations, the Community has negotiated various agreements (hereinafter referred to as the 'GATT agreements`); whereas several of those agreements concern agriculture, in particular the Agreement on Agriculture (hereinafter referred to as 'the Agreement`); whereas the concessions relating to domestic support can be complied with by setting prices and aid at a suitable level and specific provisions need not be laid down on this subject; whereas the Agreement lays down a six-year timetable for the extension of access to the Community market for agricultural products from third countries on the one hand and the gradual reduction in support granted by the Community on exports of agricultural products on the other hand; whereas the agricultural legislation on trade with third countries should be adapted accordingly;

Under this timetable, all EC exports of industrial products should therefore receive duty-free entry into Turkey by 1995.
