TRADUCTIONS EN CONTEXTE

19. Calls on Belgium, Finland, Greece, Ireland, Latvia, Lithuania and Slovakia to ratify the Optional Protocol to the UN Convention against Torture (OPCAT) as a matter of priority; considers regrettable the very limited support provided to the UN-managed OPCAT Special Fund, and calls on the EU Member States and the Commission to support the Special Fund’s work through substantial voluntary contributions; urges the European External Action Service (EEAS) and the Commission to step up their efforts to facilitate the establishment and functioning of National Preventive Mechanisms under the OPCAT in third countries;
19. invite la Belgique, la Finlande, la Grèce, l'Irlande, la Lettonie, la Lituanie et la Slovaquie à ratifier le protocole facultatif à la convention contre la torture, et ce en priorité; déplore le caractère très limité du soutien apporté au fonds spécial du protocole facultatif, géré par les Nations unies, et demande aux États membres et à la Commission d'appuyer le travail de ce fonds en versant des contributions volontaires substantielles; invite instamment le Service européen pour l'action extérieure (SEAE) et la Commission à intensifier les efforts qu'ils déploient pour faciliter, dans les pays tiers, la mise en place et le fonctionnement de mécanismes de prévention nationale au titre du protocole facultatif;

Recognises that work means more than just paid employment and that both young and older people contribute substantially, through their work at family and community level, to making our society more humane and improving the stability of services and workplaces, and calls on governments to facilitate and recognise voluntary work, local community-building, care in the community and family care and to resolve issues of legal responsibility in that regard without delay;

My hope is that our next programme at European level will be a substantial one, one that will go beyond awareness-raising and actually bring about measurable change for the benefit of our older citizens". He added that this programme, which was still under study, will not propose legislative constraints, but is likely to concentrate on : - older workers - voluntary work undertaken by the active retired - care for dependent older people - healthy living and healthy ageing The programme would also benefit from Community experience in this field gained through the European Observatory on Ageing and the three networks of innovative projects instituted by the Commission during the European Year.
Ce programme pourrait bénéficier également de l'expérience communautaire déjà acquise dans ce domaine, tant par l'Observatoire que par les 3 réseaux de projets innovateurs mis en place par la Commission au cours de l'Année Européenne.
