Europe has a great deal to offer in the field of higher education [22] and scientific research, yet the great majority of Asian students studying abroad tend to go to North America or Australasia as a first priority. Equally, the number of European academics or students with links to Asia remains very small, while European Studies remains an underdeveloped field in most Asian countries.

This target is to be met through a series of interlocking measures, such as making scientific careers more attractive to young people, promoting women’s involvement in scientific research, extending the opportunities for training and mobility in research, improving career prospects for researchers in the Community and opening up the Community to third-country nationals who might be admitted for the purposes of research.

IV. INTERNATIONAL COOPERATION The Council agrees that: 1. cooperation in scientific and technological research between the European Community and third countries should in principle be undertaken on the basis of mutual advantage, and taking into account, on the basis of the subsidiarity principle, international cooperation activities of the Member States; 2. increased participation in the Framework Programme by EFTA countries, inter alia through the EEA Agreement, could bring significant added value to the European research effort; 3. particular attention should be paid to cooperation in science and technology with countries of Central and Eastern Europe and the NIS of the former Soviet Union, with a view to preserving their considerable scientific potential; 4. particular attention should also be paid to scientific and technological cooperation with developing countries so as to reflect their respective priorities, develop their capacities for research and maximise the resulting benefits for their social and economic development; 5. scientific and technological cooperation with non-European industrialised third countries should respect the principle of no exchange of funds, ensure a balance of benefits and contribute to achieving more cost-effectively the objectives of the Framework Programme; 6. EUREKA should remain the principal vehicle for supporting research activities which are nearer to the market and the Commission should bring forward proposals to improve the synergy between the Community's research activities and EUREKA; 7. synergy with activities of other international organisations should also be improved; 8. COST should continue to play an important, specific and complementary role by promoting scientific and technological cooperation in Europe through multilateral research projects.
IV. COOPERATION INTERNATIONALE Le Conseil convient : 1. que la coopération en matière de recherche scientifique et technologique entre la Communauté européenne et les pays tiers devrait, en principe, être entreprise sur la base de l'avantage mutuel et en tenant compte, sur la base du principe de subsidiarité, des activités de coopération internationale des Etats membres ; 2. qu'une participation accrue des pays de l'AELE au programme-cadre, entre autres par le biais de l'accord EEE, pourrait apporter une importante valeur ajoutée à l'effort de recherche européen ; 3. qu'une attention particulière devrait être attachée à la coopération en matière de science et de technologie avec les pays d'Europe centrale et orientale et les NEI de l'ancienne Union soviétique, en vue de préserver leur potentiel scientifique considérable ; 4. qu'il convient également d'accorder une attention particulière à la coopération scientifique et technologique avec les pays en développement de manière à respecter leurs priorités respectives, à développer leurs capacités de recherche et à valoriser au maximum les bénéfices qui en résultent pour leur développement social et économique ; 5. que la coopération scientifique et technologique avec les pays tiers industrialisés non européens devrait exclure tout échange de ressources, assurer un équilibre des bénéfices et contribuer à réaliser de manière plus rentable les objectifs du programme-cadre ; 6. qu'Eureka devrait demeurer le principal secteur du soutien des activités de R D qui sont plus proches du marché et que la Commission devrait présenter des propositions visant à améliorer la synergie entre les activités de recherche communautaires et Eureka ; 7. qu'il convient d'améliorer également la synergie avec les activités d'autres organisations internationales ; 8. que la Cost devrait continuer de jouer un rôle important, spécifique et complémentaire en promouvant la coopération scientifique et technologique en Europe par le biais de pro ...

Conceived as a back up to Community economic cooperation and development policies, their purpose is to improve the scientific knowledge which is essential to the developing countries, to increase their research capabilities and those of the EU through joint research actions, to establish permanent links between scientific communities by setting up scientific networks and to promote training and mobility of researchers through research grants for scientists from the developing countries.

The "European Week for Scientific Culture" was the first initiative of its kind in Europe. Its three aims are: - to promote public awareness and understanding of science and technology at European level; to bring the general public into closer contact with the world of research in all its forms, and also with the social, ethical and cultural aspects of science; - to make European citizens more conversant with specifically European dimension of science and technology: namely scientific and technological cooperation in Europe as pursued by the major cooperation bodies (CERN, ESO, ESA and ESRF), and through the research programmes of the European Union; and also to promote awareness of science as practised, perceived and demonstrated in the other countries of Europe; - to encourage cooperation at European level between specialists in scientific culture (directors of museums, specialist journals and television programmes), researchers, those responsible for public relations in research organizations and science professors; to encourage the creation of cooperation networks between these various categories, to stimulate exchanges of ideas and experiences and to prepare joint projects.
