Although there was no mention of it in the Speech from the Throne, it appeared, briefly, that the government had finally recognized, after years of discussion and focused debate, that an arbitrary date does not make a satisfactory dividing line for the distribution of funding to those unfortunate Canadians who have contracted hepatitis C. This represented a significant change in policy, which one would have expected would have been included in the Speech from the Throne.
