A number of years ago, in the regulatory reform legislation Parliament passed, the government committed itself to a process wherein new proposed regulations must be subjected to a three-pronged analysis; that is, you have to assess the costs and benefits, report on the probable impacts on user groups, and determine whether there are alternatives to regulation.
