On the three new agencies (Chemicals Agency, Gender Institute and Agency on Fundamental Rights), notes the joint declarations agreed between the Parliament, Council and Commission regarding the financing and the financial programming for these agencies in the context of the IIA of 17 May 2006; regarding the existing agencies, decides to restore appropriations in the PDB but place in reserve increases above a reference amount pending a positive evaluation of the performance of the agencies against their final work programmes; notes that these evaluations should be completed in the context of a meeting with the Heads of the agencies in Spring 2007;

3. Believes that, based on the principle of fairness, the ceilings of aid intensities applicable to all three categories set out in Article 87 (3)(a) of the Treaty and to outermost regions should remain the same in the new programming period as in the previous 2000-2006 period;
