In its conclusions adopted on 3 April 2017, the Council underlined that the European Union will continue to actively engage in the processes leading to the elaboration of the Global Compact on Refugees and Global Compact on Migration, following the adoption of the New York Declaration for Refugees and Migrants in September 2016 In this context, the Council reaffirmed the need to protect all refugee and migrant children, regardless of their status, and give primary consideration at all times to the best interests of the child, including unaccompanied children and those separated from their families, in full compliance with the UN Convention on the Rights of the Child and its Optional Protocols.

The Committee was frequently reminded of the fact that there is a distinct lack of awareness about the Convention and children’s rights in Canada, and heard a wide variety of concerns about the situation of children across Canada – particularly those who are already living at a disadvantage: the medically fragile, the disabled, Aboriginal children, migrant children, sexually exploited children, and those caught in the child welfare or youth criminal justice systems.
