We offered Ukraine an association agreement and a free trade agreement and I am happy that, in spite of all the difficulties, Ukraine was there, signing and ratifying the association agreement, and I want to congratulate this Parliament, because the same day at the same hour the Parliament in Ukraine was ratifying this agreement, you were also ratifying the agreement showing you can offer hope to Ukraine as part of the European family of nations.
Nous avons proposé à l'Ukraine un accord d'association et un accord de libre-échange et je me réjouis qu'en dépit de toutes les difficultés, ce pays ait répondu présent en signant et en ratifiant l'accord d'association. À ce propos, je tiens à féliciter ce Parlement, parce qu'à l'heure même où cet accord était ratifié au Parlement ukrainien, vous le ratifiiez également ici et démontriez ainsi que vous pouviez donner de l'espoir à l'Ukraine en tant que membre de la famille européenne des nations.

Reiterates once more the importance of the EU Member States working towards the fulfilment of the indivisibility and universality of human rights and supporting the work of the UNHRC in this respect, in particular by ratifying all the international human rights instruments that this body has established; reiterates its regret that no EU Member State has ratified the Convention on the Protection of the Rights of all Migrant Workers and Members of their Families; reiterates, too, its regret that several Member States have not yet adopted and/or ratified the Convention for the Protection of All Persons from Enforced Disappearance or the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and that only two Member States have ratified the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights; reiterates its call for all the Member States to ratify these conventions and protocols, and encourages them to sign and ratify the recent Optional Protocol to the Convention on the Rights of the Child on a communications procedure, which was opened for signature in Geneva, Switzerland, on 28 February 2012; stresses the importance of the Member States submitting their periodic reports to the UN monitoring bodies in a timely manner;

Three countries that originally signed the treaty have not ratified: the US has rejected the Protocol, whereas Australia has decided not to ratify it, and Monaco has not yet ratified.

So far 9 Member States have ratified the Convention (Austria, Denmark, Spain, Finland, Greece, Italy, Portugal, Sweden and the United Kingdom), 6 Member States have ratified the Agreement on provisional application (Austria, Denmark, Finland, Greece, Sweden and the United Kingdom) and 8 Member States have ratified the Protocol on the Court of Justice (Austria, Spain, Finland, Greece, Italy, Portugal, Sweden and the United Kingdom).
A ce jour, neuf Etats membres ont ratifié la convention (Autriche, Danemark, Espagne, Finlande, Grèce, Italie, Portugal, Suède et Royaume-Uni), six Etats membres ont ratifié l'accord relatif à son application provisoire (Autriche, Danemark, Finlande, Grèce, Suède et Royaume-Uni) et huit Etats membres ont ratifié le protocole relatif à la Cour de justice (Autriche, Espagne, Finlande, Grèce, Italie, Portugal, Suède et Royaume-Uni).
