From 2007 onwards, the framework programme "Solidarity and management of migratory flows for the period 2007-13", which comprises four Funds (European Refugee Fund, Fund for Integration of Third-Country Nationals, Return Fund and External Borders Fund) will cover the needs in these areas, while basing Community intervention on the concepts of solidarity and burden sharing.
A partir de 2007, le programme-cadre "Solidarité et gestion des flux migratoires pour la période 2007-2013", constitué de 4 Fonds (Fonds Européen pour les Réfugiés, Fonds pour l'Intégration des ressortissants de pays tiers, Fonds pour les Retours et Fonds pour les Frontières Extérieures) couvrira les besoins dans ces domaines, tout en appuyant l'intervention communautaire sur les concepts de solidarité et de partage des charges.

Regarding environmental sustainability, Member States underlined: Confirming the EU leadership in Energy efficiency by presenting an ambitious but realistic Action Plan on Energy Efficiency, with a view to exploiting fully the potential for 20% energy saving by 2020 Confirming the EU leading role in renewables by developing a long term strategy for the effective promotion of renewables (Road Map), and implementing the Biomass Action Plan, considering also long term goals Completing the review of the EU CO2 Emissions Trading Scheme as an instrument to achieve climate change objectives in a cost-effective manner Ensuring adequate support from RD D national and Community instruments to alternative and renewable energies with a view to increase their part in the energy mix of the European Union Assessment of the potential of the various sectors with respect to the global climate protection goal Regarding security of supply, Member States underlined: Europe should speak with a common voice in support of energy policy objectives when engaging third countries The development of energy dialogues between the EU and third countries, as regards producer as well as consumer countries The participation of our neighbouring countries in the European Internal Market, for example through an extension of the Energy Community Development of an authentic and sustainable energy partnership with Russia Intensified diversification of energy sources and with respect to supplier countries and transport routes Ensuring common operational approaches to address crisis situations and to reinforce solidarity Development of proposals on the physical security of networks Regarding competitiveness the following issues were mentioned: Ensuring full, effective and transparent implementation of internal market legislation , including as a prerequisite for the stimulation of growth in Europe Accelerating the development of regional energy markets within the EU and their integration into the EU inter ...
En ce qui concerne la viabilité environnementale, les États membres ont souligné qu'il faudrait: réaffirmer le rôle prépondérant de l'UE en matière d'efficacité énergétique en présentant un plan d'action ambitieux mais réaliste, visant à exploiter pleinement les possibilités de réaliser 20% d'économies d'énergie d'ici 2020; réaffirmer le rôle moteur de l'UE dans le domaine des énergies renouvelables, par l'élaboration d'une stratégie à long terme visant une véritable promotion de ces sources d'énergie (feuille de route) et la mise en œuvre du plan d'action dans le domaine de la biomasse prévoyant aussi des objectifs à long terme; achever le réexamen du système d'échange de quotas d'émission de CO de l'UE en tant qu'instrument qui doit permettre de réaliser les objectifs en matière de changement climatique d'une manière efficace en termes de coûts; garantir un appui approprié des instruments nationaux et communautaires dans le domaine de la recherche, du développement et de la démonstration en faveur des énergies de substitution et des énergies renouvelables, afin d'accroître leur part dans la palette énergétique de l'Union européenne; évaluer les possibilités offertes par les différents secteurs en ce qui concerne l'objectif de la protection du climat mondial.
