IN-CONTEXT TRANSLATIONS

2. In the Hague Programme of 4-5 November 2004, the European Council acknowledged the need for the EU to contribute, in a spirit of shared responsibility to a more accessible, equitable and effective international protection system in partnership with third countries and to provide access to protection and durable solutions at the earliest possible stage. A distinction was drawn between the differing needs of countries in regions of transit and countries in regions of origin. Countries in regions of origin and transit will be encouraged in their efforts to strengthen their capacity for the protection of refugees. On countries and regions of origin, the European Council further invited the Commission to develop EU Regional Protection Programmes in partnership with the third countries concerned and in close consultation and cooperation with UNHCR. These programmes should build on experience gained in pilot protection programmes to be launched before the end of 2005. These programmes will incorporate a variety of relevant instruments, primarily focused on capacity building, and include a joint resettlement programme for those Member States which may be ready to participate in such a programme on a voluntary basis. With regard to countries of transit, the European Council emphasised the need for intensified cooperation and capacity building, both on the southern and eastern borders of the EU to enable those countries better to manage migration and to provide adequate protection for refugees.

Dans le programme de La Haye des 4 et 5 novembre 2004, le Conseil européen a reconnu que l'UE devait contribuer, dans un esprit de responsabilité partagée, à la mise en place d'un régime de protection internationale plus accessible, équitable et efficace, en partenariat avec les pays tiers, et permettre l'accès à la protection et à des solutions durables au stade le plus précoce. Une distinction est établie entre les besoins différents des pays dans des régions de transit et les pays dans des régions d’origine. Les efforts déployés par les pays situés dans les régions d'origine et de transit pour renforcer leurs capacités en matière de protection des réfugiés seront encouragés. En ce qui concerne les pays et régions d'origine, le Conseil européen a invité en outre la Commission à élaborer des programmes de protection régionaux de l'UE en partenariat avec les pays tiers concernés et en étroite consultation et coopération avec le Haut Commissariat des Nations unies pour les réfugiés. Ces programmes s'inspireront de l'expérience acquise lors de la mise en œuvre des programmes de protection pilotes qui seront lancés avant la fin de 2005. Ils utiliseront différents instruments pertinents, centrés essentiellement sur le renforcement des capacités, et comprendront un programme commun de réinstallation pour les États membres qui seraient disposés à y participer sur une base volontaire. En ce qui concerne les pays de transit, le Conseil européen a souligné la nécessité d'intensifier la coopération et le renforcement des capacités aux frontières méridionales et orientales de l'UE, afin de permettre auxdits pays de mieux gérer les migrations et d'offrir une protection adéquate aux réfugiés.

Member States and ESMA in accordance with Article 33 of Regulation (EU) No 1095/2010, may conclude cooperation agreements providing for the exchange of information with the competent authorities or bodies of third countries enabled by their respective legislation to carry out any tasks under this Directive in accordance with Article 24.
Les États membres et l’AEMF peuvent, conformément à l’article 33 du règlement (UE) no 1095/2010, conclure des accords de coopération prévoyant l’échange d’informations avec les autorités ou organismes compétents de pays tiers habilités par leur propre législation à accomplir n’importe quelle tâche assignée par la présente directive conformément à l’article 24.

6. If, after a third country has been included in the list in Annex I, the Commission obtains information raising doubts as to the actual implementation of the measures described, it may ask the third country concerned for any information required, including the presentation of on-the-spot examination reports established by independent experts, or it may proceed to enable on-the-spot examination by experts designated by it.

Si, après l’inclusion d’un pays tiers dans la liste figurant à l’annexe I, la Commission prend connaissance d’informations conduisant à des doutes sur la mise en œuvre effective des mesures communiquées, elle peut demander au pays tiers en cause toute information nécessaire, y compris la présentation de rapports d’examens sur place établis par des experts indépendants, ou procéder à un examen sur place effectué par des experts qu’elle a désignés.

Member States and ESMA in accordance with Article 33 of Regulation (EU) No 1095/2010, may conclude cooperation agreements providing for the exchange of information with the competent authorities or bodies of third countries enabled by their respective legislation to carry out any tasks under this Directive in accordance with Article 24.

Member States may conclude cooperation agreements providing for the exchange of information with the competent authorities or bodies of third countries enabled by their respective legislation to carry out any of the tasks assigned by this Directive to the competent authorities in accordance with Article 24.
