This Communication is the Commission's response to Conclusion 26 of the 19/20 June 2003 Thessaloniki European Council in which the Commission is invited "to explore all parameters in order to ensure more orderly and managed entry in the EU of persons in need of international protection and to examine ways and means to enhance the protection capacity of regions of origin with a view to presenting to the Council before June 2004, a comprehensive report suggesting measures to be taken, including legal implications".

Mr Zink, a 51-year old German national with some 25 years experience in international development, has been 15 years with the European Commission, which seconded him in May 2001 to hold the position of Head of Operations in the Agency's Belgrade office. The Agency has its headquarters in Thessaloniki, and operational centres in Belgrade, Pristina, Podgorica and Skopje.

In the first place, investment in major infrastructure will help Greece reduce the extent of its remoteness and promote internal integration, thereby creating the climate required for productive investment which will generate income and jobs. As far as major projects are concerned, between 1994 and 1999 assistance from the CSF should enable Greece to build a north-south motorway link between Patras, Athens and Thessaloniki (the "Pathe" corridor) and an east-west link from the Turkish border to Thessaloniki and Igoumenitsa (the "Egnatia" corridor), improve the rail network, complete the natural gas project and finish the Athens underground system.
