In application of recital 18, Articles 10 and 13, Annex II, point 1.2 and Annex III, point 1 of Regulation (EU) No 691/2010, the national or functional airspace block performance targets need not necessarily be equal to the European Union-wide performance targets; they should be consistent with these European Union-wide performance targets.
