Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . In this respect, the Commission should be able to adopt measures determining the procedures under which AIFM managing portfolios of AIF whose assets under management do not exceed the threshold set out in this Directive may exercise their right to be treated as AIFM covered by this Directive. These measures are also designed to specify the criteria to be used by competent authorities to assess whether AIFM comply with their obligations as regards their conduct of business, the type of conflicts of interests AIFM have to identify, as well as the reasonable steps AIFM are expected to take in terms of internal and organizational procedures in order to identify, prevent, manage and disclose conflicts of interest. They are designed to specify the risk management requirements to be employed by AIFM as a function of the risks which the AIFM incurs on behalf of the AIF that it manages as well as any arrangements needed to enable AIFM to manage the particular risks associated with short selling transactions, including any relevant restrictions that might be needed to protect the AIF from undue risk exposures. They are designed to specify the liquidity management requirements of this Directive and in particular the minimum liquidity requirements for AIF. They are designed to specify the requirements that originators of securitisation instruments have to meet in order for an AIFM to be allowed to invest in such instruments issued after 1 January 2011. It is not acceptable for the democratic institutions of the EU to be left without meaningful input into this process, particularly when negotiating the fundamental, political rather than technical, reforms currently under discussion in Basel. CRD 2 incorporated a review clause requiring the Commission to report by end 2009 on these wider reforms. A comprehensive assessment is currently underway. It is essential that following the conclusion of this assessment, but prior to reaching further agreement on these issues at Basel, the Commission engages in meaningful dialogue with the Parliament to ensure that it negotiates on the basis of a clear democratic mandate.
Une évaluation globale est actuellement en cours. Il est essentiel que dans la foulée de la conclusion de cette évaluation, mais avant de conclure un accord sur ces questions à Bâle, la Commission s'engage dans un dialogue utile avec le Parlement pour veiller à ce qu'elle négocie sur la base d'un mandat démocratique clair.

The report does not provide a quantitative breakdown of these dialogues (it speaks of ‘more than thirty’ dialogues, consultations and forums for debate on human rights, adding that these take place ‘in five continents’). Nonetheless, it is clear that the trend is to extend these instruments, seen as a key component of the EU’s global human rights strategy. This development is to be welcomed.
Bien que le rapport ne donne pas de chiffres détaillés à ce sujet (il y est question d'une "trentaine de dialogues et consultations sur les droits de l'homme”, et ce “sur cinq continents”), il est manifeste que le recours à ces outils tend à s'étendre en tant qu'instrument important de la stratégie globale de l'UE en matière de droits humains.

However, these human rights fact sheets are not public. Some kind of annual report should therefore be considered, as has been asked for within the framework of the European Neighbourhood Policy, although it should not necessarily be restricted just to these countries, but include all countries with which an agreement containing a clause has been concluded.
Il conviendrait par conséquent d'examiner une sorte de rapport annuel, comme cela a été demandé dans le cadre de la politique européenne de voisinage, sachant cependant que ce ne sont pas uniquement les pays couverts par cette dernière qui devraient être concernés, mais tous les pays avec lesquels un accord contenant une clause a été conclu.

In the third report on cohesion, the Commission proposes that each Member State should adopt the reference framework in accordance with the Community’s strategic guidelines on cohesion. Under the Commission’s proposal, the rules governing eligibility for expenditure on projects would no longer be EU rules but would be determined in accordance with Member States’ procedures. The Member States would have not only to permit but also to encourage the active participation of the regions in drawing up these reference frameworks and in determining the eligibility rules, because the solution to these problems is linked to the implementation of a coherent strategy at the level of the region as a whole.
Les Etats membres doivent non seulement permettre mais aussi encourager la participation active des régions dans l'élaboration de ces cadres de référence et dans la détermination des règles d'éligibilité, parce que la solution des problèmes est liée à la mise en œuvre d'une stratégie cohérente à l'échelle de la région entière.
