The Law does not make any distinction between state officials (political appointees) and civil servants, thereby leaving unresolved issues such as status, role and obligations of political personnel in the civil service, tenure of political appointees within the civil service, modalities/procedures for the conversion of the status of political appointees to that of civil servants.
La loi ne fait aucune distinction entre les personnes nommées par des politiques et les fonctionnaires permanents, laissant ainsi en suspens les questions ayant trait au statut, au rôle et aux obligations du personnel politique dans la fonction publique, à sa titularisation et aux modalités/procédures de conversion du statut de titulaires politiques en statut de fonctionnaires permanents.
