On audiovisual services, the European Community and its Member States have not made commitments and have taken exemptions to the Most Favoured Nation clause in the last multilateral trade negotiations Round, known as the "Uruguay Round".

Applicants for export licences in respect of the product groups and quotas identified by 16-, 22-Tokyo, 16-, 17-, 18-, 20- and 21-, 22-Uruguay, 25-Tokyo and 25-Uruguay in the decision referred to in Article 23 shall provide evidence that they have exported the products in question to the United States in at least one of the preceding three years and that their designated importer is a subsidiary of the applicant.

In order to prevent or counteract any adverse effects on the Community market caused by imports of certain agricultural products, imports of one or more of such products at the rate of duty laid down in the common customs tariff shall be subject to payment of an additional import duty if the conditions in Article 5 of the Agreement on Agriculture concluded under Article 300 of the Treaty in the framework of the Uruguay Round of multilateral trade negotiations are met, unless such imports are unlikely to disturb the Community market, or where the effects would be disproportionate to the intended objective.
