Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: A rare disorder in which the patient complains spontaneously that his or her mental activity, body, and surroundings are changed in their quality, so as to be unreal, remote, or automatized. Among the varied phenomena of the syndrome, patients complain most frequently of loss of emotions and feelings of estrangement or detachment from their thinking, their body, or the real world. In spite of the dramatic nature of the experience, the patient is aware of the unreality of the change. The sensorium is normal and the capacity for emotional expression intact. Depersonalization-derealization symptoms may occur as part of a diagnosable schizophrenic, depressive, phobic, or obsessive-compulsive disorder. In such cases the diagnosis should be that of the main disorder.

Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

"Europe's research budget must reach 3% of GDP by 2010; a third of this expenditure must come from public funds and two-thirds from the private sector," declared unanimously Lars Nordström (SE/ELDR) and Rolf Linkohr (DE-PES), rapporteurs of the CoR and the European Parliament respectively, on the Commission communication Investing in research: an action plan for Europe at a joint press conference on Wednesday 26 November.
"Il faut porter le budget européen consacré à la recherche à 3 % du PIB d'ici à 2010; un tiers de ces dépenses devant être financées par des fonds publics et deux tiers par le secteur privé", ont déclaré unanimement Lars Nordström (SE/ELDR) et Rolf Linkohr (DE/PSE), rapporteurs respectifs du CdR et du Parlement européen sur la communication de la Commission "Investir dans la recherche: un plan d'action pour l'Europe" au cours d'une conférence de presse conjointe organisée mercredi 26 novembre.

Rolf Linkohr proposed setting up a European Research Council, which, unlike the research framework programme, would be responsible for basic research in Europe and would enable the scientific community to be more involved in defining the programmes on a European scale".

I agree with Mr Linkohr that we must make more funding available for research, but, for as long as we are unable to fund uncontroversial projects, we have to think even more carefully than the Commission suggests about why we want to support controversial ones. For that reason, I believe that Mr Nisticò’s proposal really is a good compromise.
Je rejoins l’avis de M. Linkohr selon lequel nous devons consacrer davantage de fonds à la recherche, mais tant que nous ne pouvons pas financer des projets non controversés, nous devons réfléchir plus soigneusement encore que la Commission ne le propose à la raison pour laquelle nous tenons à soutenir des projets controversés. I would like to add one comment following Mr Linkohr's remarks about prices: we should remember that the principal component in the price of oil is taxation.

I have taken Mr Linkohr’s image on board with pleasure. It is however the case that in the next twenty years very interesting research will be conducted also on materials and on how to effect magnetic confinement. This will be in addition to still more wide-ranging research, going beyond fusion and relevant to the development of new technologies in a whole range of other sectors.
J'ai retenu avec plaisir l'image de M. Linkohr, mais il est vrai que dans les vingt ans à venir, on effectuera aussi des recherches très intéressantes sur les matériaux et sur la manière de faire le confinement magnétique, autant de recherches qui auront un rayonnement plus large encore que celui de la fusion et qui peuvent être utiles pour le développement de nouvelles technologies dans toute une série d'autres secteurs.
