It will (a) establish a mechanism for networking and exchanging good practice between the Member States, accession countries and relevant international organisations on improving the access and appropriateness of health care services, health promotion and prevention to meet the needs of migrants, the Roma and other vulnerable ethnic minority groups, including irregular/illegal migrants; (b) document the legal and policy framework, including review of national health plans and support for the development and monitoring of national action plans for migrants/ethnic minorities to include a specific focus on the Roma; (c) develop benchmarking criteria and consensus guidelines on good practice on access to care for the Roma and other vulnerable ethnic minority and migrant groups; and (d) review training and capacity building programmes in relation to ethnic/migrant health and development of a consensus framework for capacity building for professionals, including basic components of a training programme and the operational aspects of its delivery and evaluation.

Considers that the proportion of ethnic minority people amongst those elderly requiring long term care is increasing substantially in some Member States; considers moreover that it should not be assumed that migrants and their offspring will prefer to return to their country of origin, particularly in old age, or where their offspring have been raised within the EU; adds that although the availability of quality childcare and elderly care is important to all ethnic groups, particularly for all women, it impacts on each ethnic groups differently and due attention should be paid to this in planning these services; stresses that antidiscrimination and equal treatment in the provision of such services is also key; recommends that more attention be paid to this aspect, particularly as regards comparing best practice;

On the basis of Article 13 of the Treaty, the Council has adopted the following directives: Directive 2000/43/EC of 29 June 2000 implementing the principle of equal treatment between persons irrespective of racial or ethnic origin which prohibits discrimination based on racial or ethnic origin (9) in, inter alia, employment, vocational training, education, goods and services and social protection, Directive 2000/78/EC of 27 November 2000 establishing a general framework for equal treatment in employment and occupation (10) which prohibits discrimination in employment and occupation on the grounds of religion or belief, disability, age and sexual orientation, and Directive 2004/113/EC of 13 December 2004 implementing the principle of equal treatment between men and women in the access to and supply of goods and services (11).
