The Government is endeavouring to cover up this illegal action, which took place at the suggestion of the Ministry of Agriculture (a document by the DG to the Panhellenic Confederation of Associations of Greek Cooperatives), arguing that the sums which the eligible farmers are required to pay do not relate to the management costs of the subsidies but the costs of filling in the application forms of those eligible, since, according to the Government, they are unable fill in their applications. However, the size and grading of these amounts which relate to the size of the agricultural holding being subsidised show that the Government's arguments are just pretexts.
Ce comportement illégal, couvert par une recommandation du ministère de l'agriculture (document spécial adressé par le secrétariat général à la Confédération panhellénique des unions de coopératives agricoles), le gouvernement tente de le justifier en prétendant que les montants que sont invités à verser les agriculteurs bénéficiaires ne portent pas sur les frais de gestion des subventions mais sur les frais liés au traitement des demandes des ayants droit, qui, selon le gouvernement, n'ont pas la possibilité de remplir leurs demandes. Cependant, l'importance et l'échelonnement de ces montants en fonction de la taille de l'exploitation agricole subventionnée montrent bien que les motifs avancés par le gouvernement ne sont que des prétextes.

The rapporteur is also seeking to use this regulation to establish a connection with the Directive on the involvement of employees and expresses concern at the situation of SMEs. Nonetheless, the aim of the regulation is to serve the huge multinationals and the interests of UNICE [Union of Industrial and Employers' Confederations of Europe]. Consequently, the proposal on the participation of workers itself is inadequate.
Il est vrai aussi que le rapporteur vise à établir une connexion entre le règlement et la directive d’implication des travailleurs et s’inquiète de la situation des PME, mais il est vrai également que l’objectif du règlement consiste à servir les grandes multinationales et les intérêts de l’UNICE, ce qui rend la proposition de participation des travailleurs insuffisante.

The Confederal Group of the European United Left/Nordic Green Left supports the rapporteur in his rejection of this attack by the Commission, the large Member States and the big transport conglomerates.
