The Communication assesses the state of play of the Strategic Partnership with regard to Latin America and the results of the Commission’s strategy for Latin America, as outlined in its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’[2].

In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.
Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.

The Commission suggests discussing the Communication with our Latin American partners, as a means to stimulate a debate on ways to strengthen the alliance between the EU and Latin America.

Generally speaking, the dialogue between the EU and Latin America has been the subject of a number of summits; the most recent one was held in Vienna in 2006 (Vienna Agreement 2006) gave rise to a Commission Communication on a reinforced partnership with Latin America (2005).
De façon plus générale, le dialogue de l'UE avec l'Amérique latine fait l'objet de sommets, dont le dernier s'est tenu à Vienne en 2006 (déclaration de Vienne 2006), et a donné lieu à une communication de la Commission sur le partenariat renforcé avec l'Amérique latine (2005).

In Latin America, on the basis of the political declaration of the EU-Latin America and the Caribbean Summit held in Madrid in May 2002, in which the States of the two regions commit themselves "To carry out an integrated analysis of the different issues of migration between our regions..". , the Commission has started to explore ways to develop a dialogue on migration between the two regions.
En Amérique latine, sur la base de la déclaration politique du sommet tenu à Madrid en mai 2002 entre l'Union européenne et les pays d'Amérique latine et des Caraïbes, dans laquelle les pays de ces deux régions s'engagent à effectuer une analyse intégrée des différents problèmes liés à la migration entre leurs deux régions, la Commission a commencé à réfléchir aux moyens d'instaurer un dialogue consacré aux flux migratoires entre ces deux régions.

2. Stresses the need to enhance coordination between the European Union and Latin America in achieving the Millennium Development Goals (MDGs), particularly the actions aiming at combating poverty, at job creation and at the social inclusion of marginalised groups; stresses that the MDG aiming at a global partnership for development (MDG 8) should be at the centre of the EU's cooperation policy with Latin America, with areas being selected in which to implement the new strategy of ‘inclusive growth’ in these countries; emphasises that the EU-Latin America and Caribbean Foundation can play a significant role in achieving these objectives;
2. souligne la nécessité d'améliorer la coordination entre l'Union européenne et l'Amérique latine en vue de réaliser les OMD, en particulier les mesures visant à lutter contre la pauvreté, à créer des emplois et à favoriser l'insertion sociale des groupes marginalisés; souligne que l'OMD visant à un partenariat mondial pour le développement (OMD 8) devrait être au cœur de la politique de coopération de l'Union avec l'Amérique latine, au titre de laquelle il faut sélectionner les régions où mettre en œuvre la nouvelle stratégie de «croissance inclusive» dans ces pays; signale qu'à cet égard, la Fondation UE-ALC peut grandement contribuer à la réalisation de ces objectifs;

C. whereas the European Union has strengthened its economic and trade relations with Latin America, becoming its second most important trading partner and the leading trading partner for MERCOSUR and Chile; whereas, according to Eurostat, trade volumes doubled between 1999 and 2008, with EU imports of goods from Latin America increasing to EUR 96.14 billion and exports of goods to the region to EUR 76.81 billion, while there was a steady rise in trade in services; whereas, owing to the dramatic effect of the financial and economic crisis, these figures dropped in 2009 to EUR 70.11 billion (imports) and EUR 61.57 billion (exports), but started to grow again in 2010; whereas European countries constitute the largest source of Foreign Direct Investment ( FDI) in Latin America,
