' Mr. Antoine Dubé (Lévis, BQ) moved: Motion No. 28 That Bill C-71 be amended by adding after line 9 on page 17 the following: ``42.1 (1) The Minister shall table in the House of Commons every regulation made under this Act within three sitting days after the day on which it is made (2) The regulation comes into force on the 10th sitting day after the day on which it is tabled, or on any later day specified in the regulation, unless a motion to repeal it, signed by not fewer than thirty members of the House of Commons, is filed with the Speaker of the House of Commons before the 10th sitting day (3) If a motion to repeal the regulation is filed with the Speaker of the House of Commons in accordance with subsection (2), it shall be taken up and considered by the House of Commons within five sitting days after the day on which it is filed (4) The motion shall be taken up after the ordinary hour of daily adjournment, for a period of not more than four hours, and at the end of the debate the Speaker of the House of Commons shall, without delay or further debate or amendment, put every question necessary for the disposition of the motion (5) If the motion is adopted, the regulation is repealed, and if the motion is defeated, the regulation comes into force on the day after the day on which the motion is defeated or on any later day specified in the regulation (6) The regulation is repealed if Parliament is prorogued or dissolved before the motion is disposed of or, if no motion has been filed, before the end of the period mentioned in subsection (2) (7) For the purpose of this section, ``sitting day'' means a day on which the House of Commons is sitting'.

Antoine Dubé (Lévis, BQ) propose: Motion no 28 Que le projet de loi C-71 soit modifié par adjonction, après la ligne 10, page 17, de ce qui suit: «42.1 (1) Le ministre dépose devant la Chambre des communes le texte de chaque règlement pris en vertu de la présente loi dans les trois jours de séance suivant sa prise (2) Le règlement entre en vigueur le dixième jour de séance qui suit le dépôt, ou à la date ultérieure qui y est précisée, sauf si une motion d'abrogation signée par au moins trente députés est déposée auprès du Président de la Chambre avant ce jour (3) La Chambre étudie la motion dans les cinq jours de séance suivant son dépôt (4) La motion fait l'objet d'un débat maximal de quatre heures qui débute après l'heure ordinaire de l'ajournement quotidien; le débat terminé, le président met immédiatement aux voix toute question nécessaire pour disposer de la motion (5) En cas d'adoption de la motion, le règlement est abrogé; en cas de rejet, il entre en vigueur le lendemain du rejet ou à la date ultérieure qui y est précisée (6) En cas de dissolution ou de prorogation du Parlement avant la mise aux voix de la motion ou l'expiration du délai visé au paragraphe (2), le règlement est abrogé (7) Pour l'application du présent article, «jour de séance» s'entend d'un jour de séance de la Chambre des communes».
