(14) Given the need to ensure the highest evidential value of testimonies, committees of inquiry should also have the right to request witnesses to testify under oath; however, having regard to the fact that testifying under oath is not a procedure employed in every national legal system in the Union, witnesses should not be obliged to take the oath.
