The second aim of pursuing terrorists is to put an end to sources of terrorist financing by carrying out inquiries, freezing assets and impeding money transfers (which also concerns the “protection” aspect).

The fight against the terrorist threat, which is understood as a direct attack on people's lives, human rights and the pluralist nature of democratic societies, is a political priority for the European Union, the external aspect of which has become increasingly marked over the last few years. The European Security Strategy and the (revised) Action Plan on Terrorism take full account of the fact that this threat is not limited to set geographical areas but is based on international and cross border networks that require a comprehensive response that makes use of all instruments, in particular external action instruments, available to the Union.

Nevertheless, I would like to point out that we attach great importance to this report, as well as to the contributions made by the Commission to improving the international panorama, and we are clearly in favour of multilateralism – as I have said previously – although we believe that the situation puts excessive emphasis on anti-terrorist aspects and does not give sufficient emphasis to better international cooperation aimed at eliminating the causes of inequality and injustice, such as the democratic control by the UN of agencies such as the World Trade Organisation, the International Monetary Fund or the World Bank which, at the end of the day, are the bodies which can create greater justice in the world.

The main challenge will be to further develop cooperation channels and mechanisms with external partners, especially the US, which will enable the EU to engage with these partners more effectively and in a more structured way, both at the strategic and at the practical level. Such reinforced cooperation should not only focus on internal security aspects but also on third countries and regions identified as common priorities in combating terrorist threats, such as Afghanistan, Pakistan, Iraq, Yemen, Somalia or the Sahel region. EU agencies, in particular Europol and Eurojust, should continue to be closely involved in the cooperation with external partners to strengthen the EU added value.
( Le défi principal consistera à poursuivre l'établissement de canaux et de mécanismes de coopération avec les partenaires extérieurs, en particulier les États-Unis, qui permettront à l'Union de travailler avec ces partenaires de manière plus efficace et plus structurée, tant au niveau stratégique que sur le plan pratique. Une coopération ainsi renforcée devrait se concentrer non seulement sur la sécurité intérieure, mais aussi sur les pays tiers et les régions qui figurent sur la liste des priorités communes pour la lutte contre les menaces terroristes, comme l'Afghanistan, le Pakistan, l'Iraq, le Yémen, la Somalie ou la région du Sahel.
