As some of my colleagues in the House have mentioned, there is a strong likelihood that the passage of this legislation may trigger litigation by all three first nations in the Northwest Territories: the Sahtu, the Gwich’in, and the Tlicho, all of whom have first nation final agreements, self-government final agreements, that were not only negotiated and signed off among those three first nation governments but also with the territorial government and the federal government.

With regard to the Frahm report, I believe that we should also support the rapporteur's position, which is to reject the Portuguese initiative. One of the reasons for this is that this initiative would lead to a lack of consistency in the rules governing the movement of third-country nationals within the territory of the Schengen Member States; the Schengen Convention covers three categories of third-country nationals who have a right to travel within the Member States: those required to have a visa, those exempt from any visa requirement and those who have a residence permit.

All that to say that in 1999 and 2000, the francophone community of the Northwest Territories decided to take the territorial government and the Canadian government to court for the good reason that the Canadian government is supposed to fund its services, which means it must dig into its pockets and admit that yes, it is important, because in Canada we have two official languages; they are important to us because that is what distinguishes us from the rest of the world.
Tout cela pour dire qu'en 1999 et 2000, la communauté francophone des Territoires du Nord-Ouest a décidé d'amener le gouvernement territorial et le gouvernement du Canada en cour pour la bonne raison que c'est le gouvernement du Canada qui doit financer ses services, qui doit mettre la main dans sa poche et dire oui c'est vrai, c'est important parce que nous au Canada, on a deux langues officielles, on y tient parce que cela nous distingue du reste de la planète.
