As the programming exercise is coming to an end, the Commission will carry out a number of actions to help ensure an efficient use of Structural Funds earmarked for the information society and the knowledge-based economy and for improving synergies between the IST-Programme and the Structural Funds as a follow-up to the conference on "The Information Society and Economic, Social and Territorial Cohesion" in Lyon, in December 2000.

Recalls that the EU budget is a tool of internal solidarity in that it supports economic, social and territorial cohesion, helps combat poverty, promotes social inclusion and helps minimise development disparities not only between Member States, but also between their regions; stresses that it is also an instrument of external solidarity, providing urgent assistance in humanitarian and civilian crises by offering support to countries in need - such as Ukraine - and by helping make the EU the biggest donor of development aid, with the aim of meeting the Union’s poverty eradication commitments, as reaffirmed in the European Consensus on Development, and contributing to the post-2015 Global Development agenda;

24. Strongly urges the Commission to proceed with the publication of a White Paper on territorial cohesion, following the end of its consultation process; believes that a White Paper would be instrumental in clearly defining and consolidating the notion of territorial cohesion and its added value for cohesion policy, and would propose concrete provisions and policy actions in order to help solve the growing problems that EU regions are facing, which should subsequently be introduced in the post-2013 legislative package on Structural Funds and the related financial framework; believes that an initial statement on possible budgetary and financial implications of territorial cohesion should also be included in such a White Paper;
24. demande instamment à la Commission de publier un livre blanc sur la cohésion territoriale, au terme de son processus de consultation; estime qu'un livre blanc contribuerait à définir clairement et à consolider la notion de cohésion territoriale et sa valeur ajoutée pour la politique de cohésion, ainsi qu'à proposer des dispositions concrètes et des mesures politiques pour résoudre les problèmes croissants auxquels sont confrontés les régions de l'Union, qui devraient être introduites ultérieurement dans le paquet législatif post-2013 concernant les Fonds structurels et le cadre financier en la matière; estime qu'une déclaration initiale sur les éventuelles conséquences budgétaires et financières de la cohésion territoriale devrait également figurer dans le livre blanc;

Access to TEN-E also helps to reduce the isolation of the less-favoured, island, landlocked or remote regions, thus strengthening territorial cohesion in the European Union (EU).

The successful implementation of actions to promote territorial cohesion requires implementing mechanisms that can help to guarantee fair treatment for all territories based on their individual capacities as a factor of competitiveness.

What is at stake here is the Union’s objective of economic, social and territorial cohesion. Despite the legitimate disappointment on the level of available resources for cohesion policy, it will be possible with appropriate rules for spending and programme implementation to achieve a great deal of improvement with regard to helping those regions which are lagging behind to catch up in socio-economic terms.
L’objectif de cohésion économique, sociale et territoriale de l’Union est en jeu. En dépit de la déception légitime quant à l’ampleur des ressources mises à la disposition de la politique de cohésion, il sera possible, moyennant une réglementation adéquate sur les dépenses et la mise en œuvre des programmes, d’engranger une amélioration substantielle dans l’aide aux régions qui sont à la traîne sur le plan socioéconomique.

The concept of territorial cohesion extends beyond the notion of economic and social cohesion, its objective being to help achieve a more balanced development, to build sustainable communities in urban and rural areas and to seek greater consistency with other sectoral policies which have a spatial impact.
La notion de cohésion territoriale va au-delà de la notion de cohésion économique et sociale, son objectif étant de parvenir à la réalisation d’un développement plus équilibré, de construire des collectivités durables dans les zones urbaines et rurales et de rechercher une plus grande cohérence avec d’autres politiques sectorielles ayant un impact spatial.
