The operation comes under traditional EIB areas of financing, i.e. security of energy supply (including TEN-E, trans-European energy networks) and regional cohesion given that a large number of the projects are located in southern Italy.

The Stogit project, for which the EIB granted EUR 283 million last summer, involves the development of a storage reservoir in Bordolano in the province of Cremona, which is included in the TEN-E (Trans-European Energy Network) programme, providing funding to trans-European energy networks with the aim of increasing both security and diversification of supply.
Le projet de Stogit, pour lequel la BEI a prêté 283 millions d’EUR l’été dernier, porte sur l’aménagement d’un réservoir de stockage à Bordolano dans la province de Crémone. Il s’inscrit dans le cadre du programme RTE-E (réseaux transeuropéens d'énergie) qui apporte des financements aux réseaux transeuropéens d’énergie dans le but d’améliorer la sécurité et la diversification de l’approvisionnement.

6. Recalls the importance of integrated EU energy infrastructure to energy security and a common EU energy market; stresses that, although for the Trans-European Energy Network (TEN-Energy) programme provision has been made for a significant increase in the 2007-2013 budget compared to the initial envelope, the draft budget provides for a 12.5% decrease in funding for this programme and the planned sum of EUR 22 million is still very limited compared to the challenges arising and to the Trans-European Transport Network (TEN-Transport) programme; calls for more budget allocations for the developments of EU energy infrastructure networks and technology, such as smart grids and a European super-grid, in order to foster better integration of the EU energy market and the uptake of energy generated by renewable sources and contribute to the infrastructure required for electric vehicles;
6. rappelle l'importance d'infrastructures énergétiques intégrées à l'échelon de l'Union pour la sécurité énergétique et le marché commun de l'énergie de l'Union; souligne que, même si pour le programme RTE-Énergie, la programmation financière prévoit une augmentation significative du budget 2007-2013 par rapport à l'enveloppe initiale, le projet de budget prévoit une baisse de 12,5 % dans le financement de ce programme et le montant prévu de 22 millions d'euros reste toujours très limité par rapport aux défis à relever et au programme RTE-Transports; demande des dotations budgétaires plus importantes pour le développement des réseaux et de la technologie en matière d'infrastructures énergétiques, tels que les réseaux intelligents et le super-réseau européen, afin de favoriser une meilleure intégration du marché de l'énergie de l'Union et le recours aux sources d'énergie renouvelables et afin de contribuer à développer l'infrastructure nécessaire pour les véhicules électriques;

23. Believes that the current programme for the Trans-European Energy Networks (TEN-E) was inefficient, did not contribute significantly to the construction of interconnection between Member States and needs to be adjusted to meet the targets set in the climate and energy package and the third internal market package; believes, further, that the proposed energy infrastructure package and the replacement for TEN-E should therefore:
23. estime que le programme actuel des réseaux transeuropéens d'énergie (RTE-E) a été inefficace, qu'il n'a pas contribué de manière significative à la construction d'interconnexions entre les États membres et qu'il doit être ajusté afin d'atteindre les objectifs fixés par le paquet sur le climat et l'énergie et le troisième paquet relatif au marché intérieur; considère en outre que le paquet relatif aux infrastructures énergétiques proposé et le remplacement des RTE-E devraient donc:

45. Points out that the programmes relating to the Trans-European Transport Network (TENs-T) and the Trans-European Energy Networks (TENs-E) should also make their full contribution both to the European Economic Recovery Plan and to the Lisbon Strategy goals; considers that the positive efforts of the coordinators as well as the setting-up of the Trans-European Transport Network Executive Agency, together with the implementing legislation to improve the efficiency of co-modality, have resulted in a substantial number of fully completed TEN-T projects all over the European Union to boost sustainable growth and better mobility;
45. souligne que les programmes relatifs au réseau trans-européen de transport (TEN-T) et aux réseaux transeuropéens d'énergie (TEN-E) devraient également contribuer pleinement au plan européen pour la relance économique et aux objectifs de la stratégie de Lisbonne; estime que les efforts positifs des coordinateurs ainsi que la création de l'Agence exécutive du réseau transeuropéen de transport, conjointement avec la législation d'exécution destinée à améliorer l'efficacité de la comodalité, ont permis de mettre au point et réaliser un grand nombre de projets TEN-T à travers l'ensemble de l'Union, aptes à promouvoir la croissance durable et à améliorer la mobilité;

A key adjunct to the opening of the markets, the trans-European energy networks plan (which received unanimous backing at the March 2002 Barcelona European Council) will put an end to the insularity of certain European markets and fosters the interconnection, interoperability and development of the trans-European energy networks (TEN-E).
Complément indispensable de l'ouverture, le plan pour les réseaux transeuropéens d'énergie, qui reçut l'appui unanime du Conseil européen à Barcelone en mars 2002, permet de mettre fin aux situations d'insularité de certains marchés européens et promeut l'interconnexion, l'interopérabilité et le développement des réseaux transeuropéens de l'énergie (RTE-E).

The present proposal for a revision of the Guidelines for Trans-European Energy Networks (TEN-Energy) is closely linked to the proposed amendment of the rules for the granting of Community aid in this field(Regulation (EC) 2236/95 of 18 September 1995 laying down general rules for the granting of Community financial aid in the field of trans-European networks).
