Is concerned by the lack of detailed information on the ongoing implementation of transport investments and by the delays which have occurred in the majority of the TEN-T projects currently under way; calls in this context for a more accurate evaluation of the implementation of these projects and insists, especially against the background of the economic crisis, on more certainty in respect of the timetable; reminds the Commission of Parliament’s resolution of 22 April 2009 on the TEN-T Green Paper, in paragraph 46 of which Parliament calls ‘on the Commission and the EIB to submit an annual list of specific co-financed projects to the Parliament and Council in the case of regional, cohesion and EIB co-funding of TEN-T projects, as is already the case for TEN-T co-financing’;
9. se déclare préoccupé par le manque d'informations détaillées sur l'actuelle mise en œuvre des investissements au chapitre des transports, et par les retards accusés par la majorité des projets du RTE-T en cours; en appelle à ce titre à une évaluation plus précise de la mise en œuvre de ces projets, et réaffirme, compte tenu notamment de la crise économique qui sévit actuellement, la nécessité d'un respect plus strict du calendrier; rappelle à la Commission la résolution du Parlement européen du 22 avril 2009 sur le Livre vert sur les RTE-T dans laquelle, au paragraphe 46, le Parlement européen invite ".la Commission et la BEI à présenter chaque année au Parlement et au Conseil une liste de projets spécifiques cofinancés dans le cas où des projets s'inscrivant dans le cadre du RTE–T sont cofinancés par le Fonds régional, le Fonds de cohésion et la BEI, comme c'est le cas pour le cofinancement du RTE–T";

15. Calls therefore for an increase in overall funds, as well as increased coordination between the funds available for TEN-T and the cohesion funding for transport projects (currently 23.7% of cohesion resources) and for the dedication of this amount from the cohesion fund to be contingent upon the observation of general principles of European transport policy and for TEN-T funding to be made conditional upon the concentration of national funding on, and the systematic application of the tools of Directive 2008/96/EC to, the TEN-T core and comprehensive networks;

The funding: Member states are asked to approve a more efficient and effective use of the EU TEN budget line, which is providing €600 million per year to fund TEN project costs. The contribution of the TEN budget to priority projects has to be raised from 10% to 30% as proposed by the Commission (IP/03/1322) if it is to act as a leverage for the acceleration of projects. The EU 6th Framework Programme resources will also support key projects in the framework of the European Initiative for Growth, such as the launch of the European technology platforms. At the same time, the European Investment Bank (EIB) Group should adjust current instruments to the needs of sectors within the Initiative for Growth and become more involved in risk sharing for priority investment projects. According to its latest proposal, the EIB is committed to provide: (i) a further €50 billion to TENs up to the end of the decade under a new Transport Infrastructure Facility; (ii) up to €40bn billion additional funding under the Innovation 2010 Initiative for investments in research, development and innovation; (iii) reinforce its Structures Finance Facility through a transfer of a higher share of its annual surpluses; (iv) support innovation through risk capital by allocating an additional €500 million to the ETF Start-up Facility of the European Investment Fund.

Nevertheless, it was apparent that PPPs are not suitable for certain sectors (roads airports bridges ...): doubts remain about its relevance in the railway sector and for large trans-frontier TEN projects the financial requirements of which are much greater than the current experiences of PPPs.

In December 2001 the Commission therefore proposed an amendment to the current Regulation which provides for an increase in the maximum rate of Community subsidy from 10% to 20% of total costs for particular TEN projects which make an important contribution to the objectives of the Trans-European Networks but have a low level of profitability.
