Andrew Telegdi (Kitchener—Waterloo, Lib.): Mr. Speaker, I have the honour to present, in both official languages, the seventh report of the Standing Committee on Citizenship and Immigration on the remaining 2,000 stateless Vietnamese refugees in the Philippines; the eighth report on the motion regarding temporary resident permits issued by the Minister of Citizenship and Immigration from January 1, 2003 to the present; and the ninth report on a motion regarding the process for determining immigration targets at overseas missions of visas at each immigration post.

Andrew Telegdi (Kitchener—Waterloo, Lib.): Monsieur le Président, j'ai l'honneur de présenter, dans les deux langues officielles, le septième rapport du Comité permanent de la citoyenneté et de l'immigration sur les 2 000 réfugiés vietnamiens toujours apatrides aux Philippines; le huitième rapport sur une motion concernant les permis de séjour temporaires émis par la ministre de la Citoyenneté et de l’Immigration du 1 janvier 2003 à maintenant; et le neuvième rapport sur une motion au sujet du processus de détermination des cibles pour les visas d'immigration dans chaque mission à l'étranger.

35. Welcomes the stabilisation at a reduced level of the expenditure of staff missions between Luxembourg and Brussels due to the transfer of staff, carried out on a consensual basis and with the necessary sensitivity to social issues; notes the proposed merger of the studies/research services currently based in Luxembourg with the committee secretariats to be based in Brussels; calls on the Secretary-General to submit a note on the number of officials concerned in the present DG IV and the proposed solutions (dégagement, redeployment in other departments) for those who, for personal reasons, cannot move to Brussels; points out that transfers of this kind can be made only on a voluntary basis and also takes the view that this transfer should not take place unless all the services of DG IV and DG II can be housed in a single building in Brussels and not spread over several temporary buildings;
35. se félicite de la stabilisation à un niveau réduit des frais de mission entre Luxembourg et Bruxelles, permise par les transferts de personnel effectués sur une base consensuelle et avec la souplesse nécessaire eu égard aux aspects sociaux; prend note du projet de fusion des services des études, qui sont actuellement installés à Luxembourg, et des secrétariats des commissions à Bruxelles; invite le Secrétaire général à présenter une note concernant le nombre des fonctionnaires concernés de l'actuelle DG IV et les solutions envisagées (dégagement, redéploiement dans d'autres services) pour ceux qui, pour raisons personnelles, ne peuvent aller s'installer à Bruxelles; souligne qu'un tel transfert ne peut s'effectuer que sur une base volontaire et est d'avis qu'il ne pourra se réaliser que lorsque tous les services des DG IV et II pourront être hébergés dans un seul bâtiment à Bruxelles, au lieu d'être dispersés entre plusieurs bâtiments provisoires;
