The Commission will study ways of promoting science in all multimedia forms including television (European festival of science films for the general public, exchange mechanisms between audio-visual production structures, networks of regional television channels, etc) under the MEDIA Plus programme [14].

Le double objectif de promotion de la diversité culturelle et de compétitivité de l'industrie européenne de programmes se traduit concrètement dans la directive « télévision sans frontières » par un ensemble de mesures en faveur de la distribution et de la production des programmes télévisés européens, dans le respect également de l'article 151.4 du Traité qui fait obligation à la Communauté de tenir compte des aspects culturels dans son action au titre des autres dispositions du Traité, afin notamment de respecter et de promouvoir la diversité de ses cultures [77]. The Commission has played an active role in the activities of the Standing Committee on Transfrontier Television (its task is to monitor application of the Convention and suggest, where appropriate, amendments to it), the main aim being to ensure consistency between the provisions of the European Convention on Transfrontier Television and those set out in the "Television without Frontiers" Directive.

There are countless cases of the allocation of inappropriate market spaces to such companies. One example is Deutsche Post , which uses its monopolist’s profit in the postal services sector to overcome competition through take-overs too, as happened in the case of DHL International , which Deutsche Post acquired, exploiting its monopolist’s profit to knock a competitor out of the market. Not to mention EDF : France agreed to work towards opening up its energy sector within the country, in the sure knowledge that EDF , which was 100% state-owned and not quoted on the Stock Exchange and which could give loans guaranteed by the state, would acquire companies abroad, in Italy and elsewhere, in other words that it would go shopping, consolidating a dominant position in the European market. Then, in Italy, there is the case of a major television company such as the RAI , financed with huge sums of taxpayers’ money, which competes in every way with other television companies as a commercial channel.
