The requisite funding can be obtained: by making use of Community resources, particularly from the programmes concerned with developing multimedia "content" (Media 2, Info 2000), education and training (Socrates, Leonardo da Vinci), and research (telematics applications, information technologies, socio-economic research) under the joint calls for proposals coordinated by the research/industry Task Force on educational multimedia software (launched in 1995 by Edith Cresson and Martin Bangemann), as well as funds allocated to the trans- European telecommunications network and to the Structural Funds; by promoting permanent partnerships between the public and private sectors for fitting out and interconnecting schools in accordance with their needs and constraints (involving the signature of "letters of intent" and the possible setting-up of a European entity, such as a private foundation, and for designing multimedia content; by encouraging general goodwill through publicity events in conjunction with schools, multimedia firms and network operators. What the Commission is suggesting is an action weekend of networked schools to show what is being done and what progress has been made in networking schools electronically; or a European competition for the best educational multimedia products (with the award of a European label) in partnership with young people and teachers.
S'agissant du financement de ces actions, il peut être obtenu : en exploitant les ressources communautaires, notamment celles des programmes de développement de contenus (Média II, Info 2000), d'éducation et de formation (Socrates, Léonardo da Vinci), de recherche (Applications Télématiques, Technologies de l'information, Recherche socio-économique finalisée) dans le cadre des appels à propositions conjoints coordonnés par la Task Force recherche/industrie "Logiciels éducatifs et Multimédia" - lancée en 1995 par Edith Cresson et Martin Bangemann -, ainsi que celles allouées aux Réseaux Trans-européens de télécommunications et aux Fonds Structurels; en stimulant la constitution de partenariats durables entre les secteurs publics et privés pour l'équipement et la connexion des écoles à des conditions adaptées à leurs besoins et contraintes (signature de lettres d'intention et constitution éventuelle d'une entité européenne, de type Fondation privée, pour la mise en oeuvre), ainsi que pour l élaboration des contenus multimédias; en mobilisant les volontés citoyennes par l'organisation d'opérations de sensibilisation avec les écoles, les entreprises du multimédia et les opérateurs de réseau. La Commission suggère un week-end d'action des écoles branchées pour présenter les travaux et les progrès dans la mise en réseau électronique des écoles; ou encore un concours européen des meilleurs produits multimédias éducatifs (avec l octroi d un label européen) réalisé en partenariat avec des jeunes et des enseignants.

During the last two to three years, the telecommunications market in the European Union has been characterized by two parallel developments, namely an accelerating liberalization process and at the same time the emergence of what is commonly referred to as "strategic alliances" involving the public telecommunications operators which previously enjoyed monopoly rights in their domestic markets.
Ces deux à trois dernières années le marché des télécommunications dans l'Union Européenne a été marqué par deux types d'evolutions parallèles: d'une part, un processus d'accélération de libéralisation s'est mis en place et d'autre part, on a assisté à l'éclosion de certaines "alliances stratégiques" entre opérateurs publics de télécommunications qui bénéficiaient d'un monopole sur leurs marchés domestiques.
