The right legislation and framework conditions will however be needed to encourage uptake of renewable raw materials for industrial use (e.g. wood and paper, but also bio-plastics, bio-lubricants, pharmaceuticals)) and ensure sustainability; technological innovation needs to be stimulated through demonstration projects; and European and international standards developed for new technologies.

Believes firmly that this industry is an essential driver for technological innovation and an important multiplier of growth; considers that maintaining a high level of innovation is vital for the industry to keep its leading edge in sustainability and technology and to promote employment and support for companies, including SMEs, so as to enhance international competitiveness; considers that clean-car designs would reduce Europe’s energy dependence on third countries; stresses that public transport networks, traffic mobility and the technical breakthroughs of smart cities such as hybrid and zero-emission vehicles are powerful levers for boosting the competitiveness of the European automotive sector; highlights the decisive role that public procurement can play in this regard, when used as a strategic tool for industrial policy; calls on the Commission and the Member States to step up their cooperation and efforts to consolidate Europe’s leading position in international standard setting, thus ensuring that the EU can maintain a technological lead on world markets; stresses the vital importance of a clear-cut and stable legal and taxation framework to encourage investment in the automobile sector;

Welcomes the proposal to review the Small Business Act in order to link it closely with the 2020 Strategy and calls on the Commission to take proper account of SMEs’ and micro-businesses’ crucial role in Europe; calls on the Commission to accelerate high-speed broadband links in EU regions in order to ensure maximum participation of SMEs in an increasingly digitised internal market; calls for an SME-friendly, quality-oriented and flexible EU patent system that encourages technological innovation and the emergence of new business models; welcomes the proposal to adopt an action plan for SMEs’ access to capital markets, such as Eurobonds, and calls for the promotion of innovative financing mechanisms aimed at innovative SMEs; welcomes the Commission’s plans to modernise the EU’s value-added tax system, with particular regard to the simplification of the rules concerning SMEs and the reduction of compliance costs; stresses the importance of implementing the proposals of the High-Level Group on Burden Reduction;

Points out that, since the beginning of the 21st century, technology and telecommunications tools have unleashed the forces of globalisation on a previously unimagined scale, have 'flattened' communications and labour markets and have contributed to a period of unprecedented innovation, making economies more productive and also connecting global citizens; believes, therefore, that by maximising the power and impact of technology on the economy, further open up the internal market in telecom, energy and research and the industrial sector in particular, Europe can emerge stronger from the current economic turmoil, strengthen the quality and affordability of its health care, advance climate-friendly energy development and deployment, improve education throughout its Member States and promote the prospects of Europe becoming the world's leader in technology and applied technological innovation; points out that the knowledge-based economy needs the development of high-quality services and a broadband strategy able to accelerate the upgrading and extension of networks; takes the view that the Commission proposal within the European recovery plan aiming to achieve full coverage with broadband communication networks by 2010 is a necessary step forward that will allow the European Union to maintain its competitiveness;

Key among these are: opportunities provided by market reforms to stimulate investment; the level of competition; the ability to innovate, both through increased investment in RD and human capital development, notably through education and training; the capacity rapidly to transform technological and non-technological innovations into economic goods; the reorganisation of working practices through the adoption of information and communication technologies; competition regulations and consumer protection rules that ensure that competitive pressure operates fully in the Internal Market [4] (inter alia in areas where the obstacles to competition and competitiveness take the form of restrictive regulations and monopoly) thus maintaining incentives for higher productivity; and an integrated market for goods and services that ensures that all potential gains are realised.
