In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council , and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council , as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council , in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.

In the area of policy mixes, a specific peer-review process was developed and applied to three countries (Sweden, Spain and Romania[5]) with the aim to encourage the sharing of information about policy-related issues and to generate both country-specific and generic lessons for the formulation and implementation of effective policy mixes needed to raise RD intensity. In the area of fiscal measures, the work focused on the evaluation and design of tax measures for research which led to the development of a practical guide on the evaluation of tax measures.

The European Research Area aims at overcoming fragmentation and at increasing spill-over effects of RD investments. Under the Lisbon Strategy, moreover, Member States have committed themselves to raising RD spending (most of which will have to come from private sources which is the main source of the gap in RD spending between the EU and the US), formal educational attainment and the skill level of the labour force.
L'espace européen de la recherche vise à éviter le cloisonnement et à accroître les retombées des investissements en RD.
