At the end of 2004, technical negotiations began between the Commission and the EIB on how to strengthen cooperation in order to offer the Member States additional help to prepare quality projects with a view to accelerating execution.

Negotiations began in July 2002 and, after several meetings held to discuss technical matters, constituted the subject of an in-depth debate at the JHA Council meetings of 28/29 November and 9 December 2002 and, finally, of 23 February 2003, when a decision was taken to suspend the negotiations so as to allow the Member States to inform the national parliaments before the agreements were signed and to consult them and any other bodies for which such provision is made in the national legal system concerned.

Negotiations with Switzerland began in September 2002 and in the meantime some 15 negotiating rounds have been held, both at the level of technical experts and at the level of the plenary negotiating teams.
