Emphasises that a strategy for innovation, efficiency and new technology, including technology for sustainability, together with new business models, creativity and advanced manufacturing has the potential to regenerate and modernise the EU’s industrial base, increasing its regional and global core competitiveness; believes that innovation needs to be promoted across the board, taking into consideration all stakeholders ranging from shop-floor and non-technical innovation to high-tech RD in research labs; notes, in this context, the importance of involving employees pro-actively in the innovation process stimulating innovative companies that are leaders in economic, social and environmental terms; emphasises the need to create a propitious environment and considers it fundamental to ensure conditions under which businesses can operate and be competitive; considers it necessary to strengthen Europe’s knowledge base, reduce fragmentation by promoting excellence in science and education, create conditions for transforming good ideas into marketable products and increase access to funding by innovative businesses, creating an innovation-friendly environment and eliminating social and geographical inequalities by publicising throughout Europe the benefits of innovation; stresses, in this context, that particular account should be taken of the Commission’s annual report on innovation (‘Innovation Union Scoreboard 2013’), which shows how innovation affects the enhancement of lasting competitiveness and which provides a comparative assessment of the performance of the Member States with regard to research and innovation, and indicates the relative strengths and weaknesses of their research and innovation systems;

Calls on the regions not to focus solely on technology-based innovation, but rather to base their strategies on as broad a notion of innovation as possible; hopes that account will be taken not merely of high-tech but also of low-tech – and, indeed, non-technical –innovation, such as process optimisation and organisational transformation; points specifically to social and environmental innovation in this context; stresses that the aim of innovation strategies should be to stimulate innovative practices;
11. invite les régions à ne pas se focaliser uniquement sur l'innovation axée sur la technologie, mais à fonder leur stratégie sur un concept d'innovation aussi large que possible; souhaite à cet égard que soient prises en considération non seulement l'innovation «high-tech », mais aussi l'innovation «low-tech », voire de nature non technique, comme l'optimisation des processus ou l'évolution des organisations; attire expressément l'attention dans ce contexte sur l'innovation sociale et écologique; souligne que l'objectif des stratégies d'innovation doit être précisément de favoriser les pratiques innovantes;

(6b) The EIT should promote, by its very nature and composition, multi-disciplinary and inter-disciplinary approaches to innovation and entrepreneurship, including the development of non-technological solutions, organizational approaches, new business models, systems innovation and public sector innovations, as a necessary complement to technological and technical innovation activities.

In addition to the collaboration with market surveillance authorities in the Member States, research facilities of the Commission and the European stakeholder organisations receiving Union financing in accordance with this Regulation, European standardisation organisations shall encourage and facilitate appropriate representation, at technical level, of undertakings, research centres, universities and other legal entities, in standardisation activities concerning an emerging area with significant policy or technical innovation implications, if the legal entities concerned participated in a project that is related to that area and that is funded by the Union under a multiannual framework programme for activities in the area of research, innovation and technological development, adopted pursuant to Article 182 TFEU.

Outre leur collaboration avec les autorités de surveillance des marchés dans les États membres, avec les centres de recherche de la Commission et avec les organisations des parties prenantes européennes recevant un financement de l'Union conformément au présent règlement, les organisations européennes de normalisation encouragent et facilitent une représentation appropriée, au niveau technique, des entreprises, des centres de recherche, des universités et des autres entités juridiques dans les activités de normalisation concernant tout domaine émergent ayant d'importantes répercussions sur le plan politique ou sur le plan de l'innovation technique, lorsque les entités juridiques concernées ont pris part à un projet lié audit domaine et financé par l'Union au titre d'un programme-cadre pluriannuel concernant des activités dans le domaine de la recherche, de l'innovation et du développement technologique, adopté en vertu de l'article 182 du traité sur le fonctionnement de l'Union européenne.

European Standardisation Organisations shall facilitate an appropriate representation, at technical level, of undertakings, research centres, the Commission's Joint Research Centre, universities, market surveillance authorities in the Member States, social partners and other legal entities, in standardisation activities concerning an emerging area with significant policy or technical innovation implications, if the legal entities concerned participated in a project that is related to that area and that is funded by the Union under a multiannual framework programme for activities in the area of research, innovation and technological development.
2. Les organisations européennes de normalisation facilitent une représentation appropriée, au niveau technique, des entreprises, des centres de recherche, du Centre commun de recherche de la Commission, des universités, des autorités de surveillance des marchés dans les États membres, des partenaires sociaux et des autres entités juridiques dans les travaux de normalisation concernant tout domaine émergent ayant d’importantes répercussions sur le plan politique ou sur le plan de l’innovation technique, lorsque les entités juridiques concernées ont pris part à un projet lié audit domaine et financé par l’Union au titre d’un programme-cadre pluriannuel concernant des activités dans le domaine de la recherche, de l'innovation et du développement technologique.

10. Recommends involving all citizens in innovation and empowering them to innovate and to develop a spirit of entrepreneurship; supports the Commission’s proposal for a European social innovation pilot project and its proposal that social innovation become a central priority of European Social Fund (ESF) programmes; takes the view that innovation policy should be viewed broadly, not merely in the form of technical innovation but also – more than has previously been the case – in the form of social and service-related innovation that helps to improve the organisation of cooperation between people and assists both the direct production of services and industrial production, which needs better organisation of work along with the competitive advantages to be attained with the help of new services; calls also for the ESF to prioritise the need to invest in skills, employment, training and retraining with the aim of creating more and better jobs in a more sustainable economy, taking account of energy and resource efficiency;
10. invite à faire participer tous les citoyens à l'innovation; recommande de leur donner les moyens d'innover et de développer un esprit d'entreprise; soutient le lancement par la Commission d'un projet-pilote européen en matière d’innovation sociale, ainsi que son idée de faire de l'innovation sociale le centre de gravité des programmes du Fonds social européen (FSE); est d'avis qu'il convient de comprendre la politique en matière d'innovation dans un sens large, sans se limiter aux seules nouveautés techniques mais en y mettant davantage qu'auparavant les innovations dans le domaine social et les services; observe en effet que ces innovations contribuent à une meilleure organisation de la coopération entre les gens et donc, directement, à la prestation de services et à la production industrielle, laquelle recherche par de nouveaux services une meilleure organisation du travail en même temps que des avantages concurrentiels; plaide également pour imposer une priorité au FSE, celle d'investir dans les compétences, l'emploi, les actions de formation ou de recyclage, dans le but de créer davantage d'emplois, de meilleure qualité, dans une économie plus durable, qui tienne compte de l'efficacité dans la consommation d'énergie et de ressources;
