At the request of a Member State or of a European association for breeding animals of the species concerned, the Commission may adopt implementing acts, approving methods for the verification of the identity of breeding animals provided that they offer at least the same degree of certainty as the analysis of the blood group of those breeding animals, taking into account technical advances and the recommendations of the European Union reference centres referred to in Article 29, ICAR or the International Society for Animal Genetics (ISAG).

À la demande d'un État membre ou d'une fédération européenne pour animaux reproducteurs des espèces concernées, la Commission peut adopter des actes d'exécution afin d'homologuer des méthodes de vérification de l'identité des animaux reproducteurs à condition qu'elles offrent des garanties au moins équivalentes à celles de l'analyse du groupe sanguin de ces animaux reproducteurs, en tenant compte des progrès techniques et des recommandations des centres de référence de l'Union européenne visés à l'article 29, de l'ICAR et de l'International Society for Animal Genetics (ISAG).

In addition, the Commission should be empowered to adopt more specific rules concerning collection and transport of animal by-products and derived products, the infrastructure, equipment and hygiene requirements for establishments or plants handling animal by-products and derived products, the conditions and technical requirements for the handling of animal by-products and derived products, including the evidence to be presented for the purpose of validation of such treatment, conditions for the placing on the market of animal by-products and derived products, requirements related to safe sourcing, safe treatment and safe end uses, conditions for the import, transit and export of animal by-products and derived products, detailed arrangements for implementing official controls including rules concerning the reference methods for microbiological analyses as well as conditions for the control of the dispatch of certain animal by-products and derived products between Member States.
La Commission devrait également être habilitée à adopter des règles plus spécifiques relatives à la collecte et au transport des sous-produits animaux et des produits qui en sont dérivés, aux prescriptions en matière d’infrastructures, d’équipements et d’hygiène pour les établissements et usines qui les manipulent, aux conditions et aux prescriptions techniques régissant ces manipulations, notamment les preuves à présenter en vue de faire valider ces opérations, aux conditions de mise sur le marché des sous-produits animaux et des produits qui en sont dérivés, aux prescriptions relatives à la sûreté de l’approvisionnement, du traitement et des utilisations finales de ces sous-produits et produits dérivés, aux conditions régissant leur importation, leur transit et leur exportation, aux modalités précises de mise en œuvre des contrôles officiels, notamment les règles relatives aux méthodes de référence des analyses microbiologiques, ainsi qu’aux conditions relatives au contrôle des expéditions de certains sous-produits animaux et produits dérivés entre les États membres.

Under Council Directive 91/628/EEC of 19 November 1991 on the protection of animals during transport , the Council has adopted rules in the field of the transport of animals in order to eliminate technical barriers to trade in live animals and to allow market organisations to operate smoothly, while ensuring a satisfactory level of protection for the animals concerned.
En vertu de la directive 91/628/CEE du Conseil du 19 novembre 1991 relative à la protection des animaux en cours de transport , le Conseil a adopté des règles dans le domaine du transport des animaux afin d'éliminer les entraves techniques aux échanges d'animaux vivants et de permettre le bon fonctionnement des organisations de marché tout en assurant un niveau satisfaisant de protection des animaux concernés.
