In order to remedy this situation and reduce the risks of distortion of competition at present created by the Member States' different systems of taxation in this area, the Seventh VAT Directive provides that throughout the Community sales of second-hand goods and works of art will be taxed, at the standard rate of VAT, on the vendor's commercial margin (the difference between the price at which the vendor has purchased the good and the price at which he resells it) and not on the entire value; the place of taxation will be the vendor's country.
